Who needs a fuel storage license?
Fuel storage business activities are subject to licensing in accordance with the Licensing Conditions and direct instructions in the Law of Ukraine “On State Regulation of the Production and Circulation of Ethyl Alcohol, Alcohol Distillates, Bioethanol, Alcoholic Beverages, Tobacco Products, Tobacco Raw Materials, Liquids Used in Electronic Cigarettes, and Fuel”. In particular, the following business entities have the right to obtain a fuel storage license (hereinafter referred to as the LZP):
- legal entities and individual entrepreneurs who have KVED 63.12.0 (Warehousing) – for third parties and for commercial purposes;
- the same persons specified in the first paragraph, and who plan to carry out activities for their own fuel consumption (for conducting other economic activities).

- budgetary organizations financed from the state/local budget, state reserve enterprises;

What documents are required to obtain a fuel storage license?
To obtain a personal identification document, it is important to prepare a number of mandatory documents:
- first, a statement in any form (both for storage for own needs and for conducting the main commercial activity with fuel of third parties);
- second, a copy of the payment order with a bank mark confirming payment of the annual license fee (or other official document);
- third, a document confirming the right of ownership (use) of the land plot on which the premises intended for the corresponding storage are located (most often this is an extract from the register of property rights, or a lease agreement to confirm the right to use the land, respectively);
- fourth, an act (certificate) confirming the acceptance into operation of the real estate object, necessarily a building;
- fifth, a special permit to perform high-risk work (in cases provided for by current national legislation).

What is the liability for storing fuel without a license?
The degree of liability for storing fuel without LLP varies depending on the objective side of the illegal act. Thus, in the case of such storage for third parties and conducting the main commercial activity without a license, a fine of UAH 680,000 is provided (85 minimum wages in accordance with the Law of Ukraine “On the State Budget of Ukraine for 2025”). At the same time, for such storage, but for the purposes of personal use, a less severe liability is provided – UAH 32,000-68,000 of fine (the specific amount is determined depending on whether such an offense is committed for the first time or repeatedly).
