Certificate of family composition
The family composition certificate, previously issued by Administrative Service Centers or local councils based on place of residence, was abolished by Order № 1106 of the Ministry of Social Policy dated July 17, 2019. What certificates can be obtained as of today?
In accordance with current legislation, it is currently possible to obtain a certificate confirming the presence of children, a spouse, or whether one is married or not.
To obtain the document, you must contact the Civil Registration Office in person or through a legal representative. A lawyer can be helpful here, as they can expedite the desired result. If the request is submitted by a lawyer, a response is required within 5 days of receipt. However, if the request is submitted by an individual, the application review can take up to 30 days. Therefore, if you need to obtain such a certificate urgently, it will be difficult to do so without proper legal support.
Who needs a certificate of having children, a spouse, or being married/not married?
As a rule, the following categories of Ukrainian applicants who are abroad and need:
- obtaining protection;
- confirmation of the presence of minor children or the presence/absence of marriage (if married abroad);
- registration of permanent residence (in some countries).

What other documents can be obtained to prove the presence of children?
In addition to the certificate of childbearing, there are a number of other documents related to children that may be required in various life situations. Let’s take a closer look at them. These include:
- A child’s residence certificate. This document with an electronic QR code may be useful if you need to confirm your child’s place of residence. To obtain it, register on the Diia portal, select the appropriate option, enter information from the child’s birth certificate, and receive the certificate. This document may be required when enrolling a child in school or preschool, or when requesting confirmation from the registry regarding their place of residence from authorized government officials.
- An extract from the State Civil Registry. This document can also be obtained through the Diia portal. It is needed to confirm the child’s birth.
- A notarized statement of an only child. This notarized document is required when it is necessary to prove that there is only one child in the family.
