A water management passport (hereinafter referred to as a passport) is an official document that contains information about the water supply and drainage system of an enterprise. It reflects important characteristics of water management that affect water resources. The development of a passport is an important step for enterprises that use water from water bodies and carry out activities with wastewater. The requirements for such documents are clearly established in the Procedure approved by Order of the Ministry of Ecology and Natural Resources No. 99. When is it necessary to develop a water management passport?
The passport is key to assessing the condition of the water management systems and structures of an enterprise for the use of water bodies in Ukraine. Its execution is mandatory in the following cases:
- when concluding a contract for water supply and wastewater services. Without this document, municipal enterprises providing the relevant services may refuse to conclude a contract with the enterprise;
- when using water from surface or underground facilities and discharging wastewater into centralized wastewater systems;
- when obtaining other permits in the field of environmental management.
The development is also important for drawing up a balance of water consumption and wastewater, assessing the impact of the enterprise’s activities on the environment. In accordance with Article 51 of the Water Code of Ukraine, the provision of water bodies for use is carried out only if such a passport is available.
Requirements for a water management passport: key aspects
According to the current Procedure, the passport is developed in the established form and consists of the following main sections:
- first, a short explanatory note. This section contains information about the water body being used, its functional use, characteristics of the operating mode, information about the enterprise;
- second, characteristics of the water body (river, dam, etc.). Here it is necessary to specify in detail the area, hydrological indicators, geometric parameters, water level and other information about the object;
- third, characteristics of the spillway structure, canal, coastal protective strip. The applicant describes the type, material, method of regulation, fastening, size and other parameters of the specified objects;
- finally, graphic materials. This section includes cartographic and engineering drawings, in particular, a situational plan, a scheme of a hydraulic structure, dependency graphs, etc.

Water management passport renewal period
The passport requires mandatory renewal every 15 years. Unscheduled adjustments are possible in the event of any changes in the technical parameters of the water object.
