Extract from the real estate register
An extract from the State Register of Real Property Rights to Real Estate (hereinafter referred to as an extract from the Real Estate Register) is an official document confirming the fact of registration of ownership rights, lease. The specified document contains comprehensive information about the identity of the owner, tenant, the real estate object itself and any encumbrances on it (pledge, arrest, mortgage, etc.). As a general rule, an extract from the Real Estate Register, which has come into legal force since 2013, is mandatory for many actions related to changing the legal status of property. We will discuss in this article how to obtain it and how our lawyers will help to do this in the context of restricting access of individuals to the State Register of Real Property Rights to Real Estate under martial law.
Real Estate Register: Who can submit a request for an extract?
Information from the register, as a general rule, is available to property owners and third parties. Today, an extract will be available to:
- firstly, full right holders or their heirs;
- secondly, persons who have a legally registered property right to real estate (tenants, mortgagees, etc.);
- thirdly, representatives of the above-mentioned entities;
- fourthly, any individual or legal entity, if this is necessary to ensure its legitimate interests, implement the goals of justice (for example, courts, prosecutors, notaries, etc.).
Important! On September 17, 2025, the President of Ukraine signed Law No. 4576-IX, which “closes” part of the information in the real estate register from November 18, 2025. Now, the addresses of real estate objects and cadastral numbers of land owned by companies will not be displayed in public access.
Why is an extract from the register of real estate needed today?
The State Register of Real Estate Rights to Real Estate is currently the only source of information about registered ownership rights and other real rights to a house, apartment or land plot in Ukraine. And although an extract from it is at first glance an ordinary informational reference, it also serves as a key legal tool in such situations as:
- verifying the legal status of real estate before purchasing;
- identifying the rights of other persons to property (for example, if an apartment, house or land is in joint partial or joint ownership);
- obtaining a mortgage, a loan secured by property from a bank;
- receiving subsidies, benefits, other state financial assistance (in particular under the “e-Recovery” program);
- concluding an agreement on the disposal of property, etc.
What are the ways to obtain an extract from the register of real estate during martial law?
During martial law in Ukraine, access to most registers was restricted in order to protect citizens’ data. Therefore, today it is not possible to obtain an extract for any person who does not have the basic data to submit a request. There are currently four ways to obtain it:
- through the web portal of services “Diya”;
- through the website of the Ministry of Justice of Ukraine;
- through a local notary;
- through the Center for Providing Administrative Services at the place of registration of real estate.
Each of the above methods is relatively fast, but differs in convenience (it is much easier to obtain a document online, especially if there is a valid qualified digital signature) and cost (notary services will be more expensive). What documents do you need to prepare to obtain an extract?
Completed application
The application is provided by the state registrar in the appropriate form. However, if you make a request through “Diya”, then filling it out will be much easier. In the online request, you can also additionally choose the option of searching by address, registration number, details of the title document, etc.
Documents confirming the identity and its powers
To obtain an extract, you must also provide the following documents:
- passport (booklet, ID card), its notarized copy;
- registration number of the taxpayer’s registration card;
- a copy of the foreigner’s passport, notarized and translated into Ukrainian;
- power of attorney for the owner’s representative;
- order on the appointment of a manager and an extract from the register of business entities (in particular, if the request is submitted by a company, condominium association or other organization), and others.
Legal documents
Legally significant documents on the basis of which a person has acquired ownership rights are as follows:
- contracts (purchase and sale, donation, lease, etc.);
- certificate of inheritance issued by a notary;
- a court decision that has entered into legal force.
Receipt for payment of administrative fee
A receipt is a mandatory financial document required to obtain an extract, since its absence is a legal basis for refusal from a state body. By law, a person must pay 0.0125 subsistence minimum to obtain an extract in electronic form and 0.025 in paper form (for every 25 pages). This is 37.85 and 75.70 UAH, respectively (taking into account the provisions of the Law of Ukraine “On the State Budget of Ukraine for 2025”).
Other documentation
An extract from the register may also be provided upon:
- request of an official of a pre-trial investigation body or a prosecutor;
- by a court decision on temporary access to things and documents;
- by an application from anti-corruption bodies (NACP, NABU) to verify information;
- in other cases provided for by current national legislation.
