Case: We accompanied the process of privatization of an apartment in Kyiv on a turnkey basis
Service: Apartment Privatization
Client’s Situation
A client contacted the law firm “Prikhodko & Partners.” She lived in an apartment based on a housing order and wanted to privatize the property and obtain a certificate of ownership. At first glance — a standard privatization.
However, the case was complicated because:
- five family members were registered in the apartment, each with their own registration history;
- it was necessary to confirm that none of them had participated in privatization before;
- one family member had gaps in their residence registration — which usually leads to refusal;
- new technical documentation had to be prepared.
That’s why the client chose full “turnkey” support to avoid bureaucracy, delays, and refusal risks.
What We Did
1. Initial audit and strategy
- Conducted a consultation,
- analyzed all available documents,
- identified legal risks,
- created a step-by-step action plan and determined which additional evidence needed to be collected.
This allowed us to avoid mistakes and move in the right direction from the very beginning.
2. Collected information on registration history (1992–2024)
We prepared several attorney requests to:
- establish a full chronology of residence registrations for each of the five family members;
- obtain official confirmations proving that none of them had participated in previous privatization processes.
If even one person has ever privatized any state-owned housing — this almost always means refusal.
We fully eliminated this risk.
3. Obtained certificates confirming unused housing checks
Some authorities still require proof that housing checks were not used — this is a critical condition.
We collected all such certificates for every registered person.
4. Legally resolved the gaps in registration for one family member
One of the residents had gaps between registration addresses.
This creates a risk that the privatization authority might:
- consider them as someone who may have already privatized another property, or
- refuse due to lack of continuous residence confirmation.
We prepared special statements and explanations to legally eliminate these risks.
5. Prepared technical documentation
We ordered and obtained an updated technical passport — a mandatory document without which privatization is impossible.
6. Formed the complete document package and submitted it for privatization
The final application included all legal nuances:
- correct form and structure of the document package,
- elimination of all potential refusal grounds,
- confirmation of each family member’s status,
- certificates and archival documents collected from various institutions.
We accompanied the entire process until the privatization decision was approved.
7. Obtained the ownership certificate and registered it in the Property Rights Register
- obtained the privatization certificate,
- registered ownership in the State Register of Property Rights,
- provided the client with the full set of apartment ownership documents.
Result
- The apartment was successfully privatized
- The clients officially acquired ownership
- The process was fully turnkey
- All risks were eliminated
- No risk of refusal
The client became the rightful owner of the property, receiving not only documents but also legal security and confidence in the future.

Useful Conclusions From This Case
- Privatization is not just a formality
In most cases, the privatization authority finds reasons for refusal.
Success depends on:
- proper documentation,
- absence of gaps in registration history,
- confirmation of non-participation in previous privatization,
- a well-structured legal position.
- One mistake = refusal
An incorrect certificate, missing document, lack of registration confirmation for a certain period, or an error in the technical passport — and the process starts from scratch.
- Archival data over 30 years — a key factor
To confirm non-participation in privatization, you must collect records:
- from different regions,
- from historical addresses,
- for all family members.
- Attorney requests significantly speed up the process
Authorities provide responses faster and more accurately than to regular citizen inquiries.
Comprehensive support saves months of time
Collecting all certificates, synchronizing them with privatization requirements, and filing everything correctly — is extremely difficult without a lawyer.
This case demonstrates that even a “simple” privatization can turn into a complex legal process. Thanks to our team’s professional approach, the client obtained ownership quickly, lawfully, and without unnecessary hassle. To calculate the cost of apartment privatization — fill out the form below.
