Case: We helped a medical center in Odesa expand its operations and open a new practice location
Service: Expansion of a medical practice license
The legal team of the law firm “Prikhodko and Partners” successfully provided a full “turnkey” сопровождение of the expansion of a medical center from the city of Odesa and the opening of a new place of business for medical practice activities.
Within the project, the medical center expanded its operations and started medical practice at a new address in the following specialties: ophthalmology; pediatric ophthalmology; nursing care.
Our lawyers provided full legal support to the medical institution and prepared the entire package of documents for the Ministry of Health of Ukraine (MOH), required to add a new place of business activity to the medical license.
In particular, we:
- conducted an audit of the organizational structure and documents
- prepared the full set of documents:
- notification to the MOH regarding the commencement of medical practice activities at a new address;
- prepared information on the status of the material and technical base;
- prepared information regarding medical personnel;
- submitted documents to the MOH and supported the entire process until the information was entered into the Licensing Register
Our lawyers ensured the compliance of the medical center’s operations with new licensing requirements of the Ministry of Health of Ukraine, namely providing support in preparing:
- documents on accessibility of the new premises of the medical center for persons with limited mobility (inclusivity);
- a contract for the treatment of medical waste with a company holding a relevant license from the Ministry of Economy.
New MOH requirements regarding medical waste in 2026
Special attention during the support process was given to the new MOH requirements that came into force in January 2026.
According to the updated reporting form, medical institutions must provide information on medical waste management contracts.
Also, since March 2024, all applicants for a medical license are required to have documents confirming accessibility of medical practice premises for persons with disabilities.
Within the comprehensive support, we:
- advised the client on new legal requirements;
- helped align the medical center’s operations with MOH requirements;
- selected a verified licensed company in the Odesa region that carries out collection, transportation, treatment, and disposal of hazardous medical waste.
This refers to medical waste of category 1801, for which the company must hold a valid license for the management of hazardous waste.
Our team also helped verify the medical facility’s premises for compliance with accessibility requirements for persons with limited mobility and provided support in obtaining an inspection report and conclusion from a certified specialist in accordance with MOH requirements, which are mandatory for conducting medical practice.

Result for the client
The medical center successfully:
- expanded its medical practice;
- opened a new place of business activity;
- submitted documents to the MOH without risk of refusal;
- aligned its documentation with new legal requirements;
- received full legal and compliance support.
