In essence, it confirms that the business entity has both the legal right and the actual capacity to provide medical care in accordance with the standards of the Ministry of Health of Ukraine.

Who Must Obtain a Medical Practice License

The obligation to obtain a license arises not from the legal form of the business, but from the very fact of providing medical services. If the activity involves diagnostics, treatment, disease prevention, or medical procedures, it must be licensed.

This requirement applies both to individual entrepreneurs and to legal entities. A private doctor who conducts personal consultations, a dental office with a single chair, a multidisciplinary medical center, an aesthetic medicine clinic, a diagnostic unit, or a laboratory — in all these cases the law requires a valid license.

Important: licensing is connected specifically to medical practice, not to the name of the service. For example, if a cosmetologist performs injection procedures or uses medicinal products, the activity acquires the characteristics of medical practice and therefore also requires a license. The same applies to telemedicine — the remote format of consultation does not exempt a provider from obtaining a license.

How to Obtain a Medical Practice License

  1. Qualified Medical Personnel
    Medical activities may only be carried out by individuals with appropriate education and confirmed specialization. A doctor must have a medical diploma, a specialist certificate, and where necessary confirmation of continuing professional development. For healthcare institutions, the licensing documentation must include the full list of medical personnel with confirmation of their professional qualifications. Incorrectly defined specialization or mismatch between qualifications and the declared type of care is one of the most common causes of licensing issues.
  2. Material and Technical Base and Equipment
    Each medical specialty requires a minimum list of equipment. Such equipment must actually be available and correspond to the declared scope of medical activities.
  3. Compliance of the Premises with Legal Requirements
    The premises must comply with sanitary and building standards, have sufficient space for the declared specialties, and include functional zoning (consultation rooms, sterilization areas, sanitary facilities, etc.). It is also essential to have properly documented rights to use the premises — ownership or a lease agreement. Special attention must be paid to ensuring accessibility for persons with reduced mobility. Providing barrier-free access is not merely a recommendation but a mandatory requirement that must be considered already at the stage of selecting premises.
  4. Medical Waste Disposal Agreement
    One of the practical requirements is a signed agreement for the disposal of medical waste. The healthcare provider must confirm that hazardous waste is transferred to a licensed specialized organization for proper disposal. Thus, obtaining a license always involves verification of the overall readiness of the medical practice to operate legally.

Medical License Processing Time — 10 Working Days

After submitting the complete package of documents to the licensing authority, a decision on granting the license is made within 10 working days. The licensing period is calculated from the date the documents are received by the Ministry of Health of Ukraine. At the same time, it is important to consider that any inaccuracies or the need for corrections may effectively extend the process. In 2026 the administrative fee for issuing a medical license is 3,328 UAH. Payment is made after the official publication of the decision granting the license. It is important to understand that the official administrative fee is fixed; however, the total cost of preparing for medical licensing may depend on the condition of the premises, the need to supplement equipment, or bringing HR documentation into compliance with legal requirements.

What documents are submitted to the Ministry of Health to obtain a license

Important: although only 3 documents are submitted to the Ministry of Health, preparing them requires collecting a significantly broader set of information and supporting documents:

  • extract from the state register confirming registration of a sole proprietor or legal entity;
  • for legal entities — incorporation documents, order and internal regulations on establishment;
  • lease agreement or documents confirming ownership of premises;
  • document confirming accessibility for persons with reduced mobility;
  • floor plan indicating names and areas of medical rooms;
  • list of medical equipment with name, manufacturer, model, and year of manufacture;
  • documents confirming metrological verification of measuring equipment;
  • documents confirming education and qualifications of medical personnel;
  • work schedule of the facility and doctors;
  • details or agreement for medical waste disposal.
