Who is obliged to obtain a medical practice license

The obligation to obtain a license arises not from the legal form, but from the very fact of providing medical services. If the activity involves diagnostics, treatment, disease prevention, or medical interventions — it is subject to licensing.

This applies to both individual entrepreneurs and legal entities. An FOP-doctor conducting private appointments, a single-chair dental office, a multidisciplinary medical center, an aesthetic medicine clinic, a diagnostic unit, or a laboratory — in all these cases, the law requires a license.

Important: licensing is tied precisely to medical practice, not the name of the service. For example, if a cosmetologist performs injection procedures or uses medications, the activity acquires the characteristics of medical practice and also requires a license. The same applies to telemedicine — the remote format of a consultation does not exempt from the obligation to obtain a license.

What documents are submitted to the Ministry of Health to obtain a license

Important: although only 3 documents are submitted to the Ministry of Health, to prepare them, a much broader package of information and confirmations must be collected:

• extract from the USR on the registration of an FOP or legal entity;
• for a legal entity — constituent documents, an order, and a provision on creating the institution;
• lease agreement or documents proving ownership of the premises;
• document on accessibility for people with limited mobility to the building and premises;
• floor plan indicating the names and areas of the offices;
• list of medical equipment indicating the name, manufacturer, model, and year of manufacture;
• documents on the metrological verification of measuring instruments;
• documents on the education and qualifications of medical personnel;
• work schedule of the institution and doctors;
• details or contract for the disposal of medical waste.
