Case: Obtained a veterinary license for an LLC in Kyiv region. Legalization of a veterinary point at a production facility
Service: Obtaining a veterinary practice license for an LLC / legalization of a veterinary point.
Client: Limited Liability Company (LLC), manufacturer and distributor of therapeutic animal feed.
Main task: Expansion of business activities, opening of an in-house veterinary point, and obtaining a veterinary medicine license for the LLC on a turnkey basis.
Result: The law firm “Prikhodko and Partners” successfully ensured amendments to the Unified State Register and obtained an unlimited-term veterinary license on the first submission.
Business scaling and new legal challenges
A company from Vyshhorod (Kyiv region), specializing in the production and sale of high-quality therapeutic animal feed, contacted us. The company’s development strategy included expansion: the LLC launched a new line of business — breeding domestic animals.
To ensure proper care and health monitoring of livestock, the company needed a full-time veterinarian. However, under Ukrainian law, having a certified specialist on staff does not automatically grant the right to conduct medical practice. For the veterinarian to legally operate within the company, the LLC required official licensing of veterinary activities.
Business risks: Why was the veterinary license critically important?
The client clearly understood the commercial and reputational risks of operating without a license:
- Legality of prescriptions: the company veterinarian needed the legal right not only to examine animals, but also to officially prescribe and administer veterinary medicines and specialized therapeutic feed, recording every procedure in official documentation. Without a license, such activity is considered illegal.
- Risk of products being declared unsafe: In the event of a scheduled or unscheduled inspection by the State Service of Ukraine on Food Safety and Consumer Protection, the absence of a veterinary license within the production structure would automatically put all finished products at risk. Meat products could be declared unsafe (due to the absence of legal veterinary supervision) and removed from circulation, which could result in multimillion losses for the LLC.
Step-by-step legalization algorithm by “Prikhodko and Partners”
Lawyers of our medical and veterinary law practice developed a comprehensive strategy that included several key stages:
1. Amendment of business activities (KVED) for the LLC
The first step was adding the mandatory KVED 75.00 (Veterinary activities) to the company’s list of business activities.
2. Audit and preparation of the material and technical base
The project’s specificity involved opening a veterinary point directly on the company’s premises. We conducted a detailed analysis of the allocated premises for compliance with current veterinary licensing requirements. The following were checked:
- Availability of equipment for storing veterinary medicines (refrigerators, cabinets);
- Conditions for disinfection and disposal of materials;
- Documents for measuring devices and equipment inventory.
3. Formation of personnel structure
We verified the veterinarian’s qualification documents (diploma, certificates), since non-compliance with staffing requirements is the most common reason for refusals by the licensing authority.
4. Submission of documents and interaction with the State Service on Food Safety and Consumer Protection
Lawyers of “Prikhodko and Partners” completed the application and required information, prepared and submitted the document package to the supervisory authority. We fully supported the case review at every stage.
Successful result for the client
Thanks to the professional support of our team, the company obtained a license for a veterinary point on time and without any delays.
What strategic tasks were solved:
- Full legal security: the company successfully passed monitoring. No future inspection by the State Service on Food Safety and Consumer Protection will be able to question the quality and safety of the LLC’s products, since the entire veterinary control chain is now fully legal.
- Legal record keeping: the company veterinarian obtained legal grounds to officially prescribe, use medicines, and record this in primary documentation.
- Investment protection: the client protected its livestock complex from fines for unlicensed activities.
