Case: Ensured That a Medical Institution Obtained an Accessibility Conclusion for Persons with Reduced Mobility (PRM)
Obtaining an accessibility conclusion for premises for persons with reduced mobility is a mandatory stage for carrying out medical practice. Without this document, it is impossible to obtain a new licence from the Ministry of Health of Ukraine, expand the list of medical specialties or successfully pass scheduled or unscheduled licensing inspections.
We are sharing a practical case handled by Tetiana Ryzhova, Head of the Medical Law Practice: how we helped a private medical centre in Kyiv promptly undergo a technical inspection, eliminate the risks of refusal and obtain a valid report without interrupting its operational activities.
A client approached our team — a multidisciplinary medical institution that needed to promptly submit Information on the Material and Technical Base to the Ministry of Health of Ukraine in order to open an ultrasound diagnostics department and a day surgery department.
Under the Licensing Conditions for carrying out medical practice (Resolution of the Cabinet of Ministers of Ukraine No. 285), a valid expert conclusion confirming the accessibility of the premises for persons with reduced mobility is a mandatory licensing requirement.
To confirm compliance of the building with DBN V.2.2-40:2018 “Inclusiveness of Buildings and Structures. Basic Provisions”, we engaged a qualified expert in the technical inspection of buildings and structures who holds a valid qualification certificate.
Following the inspection, the expert prepared a detailed technical report confirming the facility’s compliance with accessibility requirements. On its basis, the lawyers of the Medical Law Practice accurately completed the updated Information on the Material and Technical Base of the business entity, including the exact details of the expert conclusion, and successfully submitted the document package to the Ministry of Health of Ukraine, ensuring the expansion of the medical licence without comments or refusals.

Why medical institutions should involve lawyers in obtaining an accessibility conclusion
- Protection against unscrupulous intermediaries: a report issued by a specialist without a valid certificate automatically leads to refusal of a Ministry of Health licence.
- Cost balance: we help identify lawful compromises, including lifts, inclined platforms and reasonable accommodation instead of large-scale wall demolition.
- Comprehensive support: the client receives not merely an engineer’s document, but a fully coordinated licensing file for the Ministry of Health of Ukraine.
Do you need to confirm the accessibility of medical premises for persons with reduced mobility, prepare documents for licensing or expand a medical licence? The lawyers at Prikhodko & Partners will help organise the technical inspection and support the preparation of the licensing file.
