A Ukrainian Armed Forces serviceman contacted us with a problem: the original certificate of completion of general secondary education (CGSE) and its supplement, issued in 2005 in Yasynuvata, Donetsk Oblast, had been lost. Restoring the documents independently was difficult for the Client due to the inability to access archives in the temporarily occupied territory, as well as due to his military service.
The client was left with only a photocopy of the documents. However, the document was not listed in the Unified State Electronic Database on Education issues (USEDE), making it impossible to use it for official purposes, benefits, social payments, etc.
A problem discovered during work. After analyzing the situation, it turned out that the data on the issuance of the certificate in the USEDE was present, but entered with a critical error in the patronymic: “Evgenovych” instead of the correct “Jevgenovych”. It was this discrepancy that blocked the display of the document in the registry and in the Diya application.
Support in the restoration of a certificate of complete general secondary education
Preparation and submission of official requests: Requests were sent to the Ministry of Education and Science of Ukraine (MES) and the State Enterprise “Inforesurs” to verify the document’s issuance and the availability of data in the USEDE.
Error detection and recording: confirmation received: the data is in the registry, but with an error in the patronymic. This is a classic technical data entry error that requires correction in accordance with the USEDE procedure.
Initiation of the procedure for amending the USEDE: a complete set of documents for correcting the registry error was prepared and submitted. We supported communication with the technical administrator of the database.
Full representation of the client’s interests at the educational institution: since the original educational institution is located in the temporarily occupied territory, we organized the entire process through a legal successor/authorized institution in the government-controlled territory. Archival certificates, proof of enrollment, and copies of existing documents were collected and submitted.
Receipt of a duplicate: a duplicate of the certificate of receipt of the CGSE and its appendix with the correct data has been ordered and received.
The result: a certificate of complete secondary education
The duplicate certificate and appendix are fully identical to the original (except for the “duplicate” mark).
The document was entered into the USEDE with the correct data.
The certificate is displayed in the Diya app as a valid eDocument.
The client received a complete document necessary for military service, payment processing, and other needs.
The client was satisfied with the promptness and comprehensive support.
The regulatory framework we relied on
The Law of Ukraine “On ensuring the rights and freedoms of citizens and the legal regime in the temporarily occupied territory of Ukraine” regulates the recognition of the rights and documents of persons affected by the occupation.
Order of the MES of August 8, 2014 № 917 (registered in the Ministry of Justice on August 26, 2014 under № 1024/25801) establishes a special procedure for ordering, recording and issuing duplicate documents on general secondary education to persons who studied in the temporarily occupied territory.
The Regulation on USEDE (approved by relevant orders of the MES, current edition for 2025-2026) – regulates the procedure for entering, correcting and updating data in the register of educational documents.
The procedure for ordering documents on basic secondary education and full general secondary education, issuing and accounting for their cards (Order of the MES dated 10.12.2003 № 811 with amendments) determines the procedure for issuing corrected documents and duplicates in case of errors in the primary data.
