Case: Registration of an LLC Vehicle with the Territorial Recruitment and Social Support Centre: A Practical Case in Kyiv
Task assigned to the lawyer at Prikhodko & Partners: urgent registration of a vehicle for military transport records with a district Territorial Recruitment and Social Support Centre in Kyiv, submission of mandatory reporting on available vehicles and equipment (Appendix 1), and completion of a reconciliation with the Territorial Recruitment and Social Support Centre.
Purchasing a new passenger car, truck or special-purpose vehicle for a company’s balance sheet is a standard business transaction. However, under the requirements of the Regulation on Military Transport Duty (Resolution of the Cabinet of Ministers of Ukraine No. 1921) and the Law of Ukraine “On Mobilisation Preparation and Mobilisation”, the Service Centre of the Ministry of Internal Affairs may not carry out the initial state registration of a vehicle in the name of a legal entity without a certificate from the district Territorial Recruitment and Social Support Centre confirming that the vehicle has been placed on military transport records.
Main risks and concerns for the company director and chief accountant
- Fines for violations of military registration requirements: Article 210-1 of the Code of Ukraine on Administrative Offences, during martial law, provides for an administrative penalty for company officials in the amount of UAH 34,000 to UAH 59,500 for failure to provide information or violation of the military transport duty procedure.
- Commercial vehicle downtime: until the vehicle has state registration plates and a registration certificate issued by the Service Centre of the Ministry of Internal Affairs, it cannot perform the company’s logistics tasks.
- A “hidden issue” during a visit to the Territorial Recruitment and Social Support Centre — reconciliation and reporting: the Territorial Recruitment and Social Support Centre does not issue a certificate for a new vehicle automatically. It requires the company to update all reporting concerning its existing vehicle fleet (the Statement in the form of Appendix 1), complete a full reconciliation of the data and prepare a package of documents relating to both the company and the vehicle.
How we resolved the issue: vehicle registration without queues or the client’s personal involvement

Obtaining the Territorial Recruitment and Social Support Centre certificate for the Service Centre of the Ministry of Internal Affairs
The LLC’s chief accountant provided the sale and purchase agreement, acceptance and transfer certificate and a certificate confirming the balance-sheet value of the company’s vehicles. In accordance with the requirements of the district Territorial Recruitment and Social Support Centre, the lawyer promptly prepared an updated Statement on the availability and technical condition of vehicles and trailers, self-propelled machines and other equipment (Appendix 1 to the Regulation on Military Transport Duty), reconciled the registration data for all of the company’s previously registered vehicles and eliminated discrepancies in VIN codes and vehicle categories.
To prevent refusal or return of the documents, a complete package was prepared within one day:
- an application from the head of the LLC requesting registration of the newly acquired vehicle for military transport records;
- an internal company order assigning the vehicle to the responsible person or placing it on the company’s balance sheet;
- an official power of attorney from the legal entity authorising the lawyer to represent its interests before the Territorial Recruitment and Social Support Centre (the director does not need to leave the office or wait in queues);
- certified copies of the constitutional documents and documents confirming acquisition of the vehicle.
A lawyer from Prikhodko & Partners submitted the document package to the district Territorial Recruitment and Social Support Centre in Kyiv: the official procedure for reconciling the information held by the Centre with the submitted reporting was completed on site, and an official certificate for the Service Centre of the Ministry of Internal Affairs was obtained.
As a result, the client received the certificate and successfully registered the new vehicle with the Service Centre of the Ministry of Internal Affairs on the same day, obtaining registration plates and the vehicle registration certificate. The vehicle immediately entered commercial operation without any risk of sanctions.
