Certification of detergents in Ukraine

Detergents are the main products used in households and industry in Ukraine to clean various surfaces and materials. However, like any chemical product, detergents can pose a risk to human health and the environment. To ensure the safety and effectiveness of detergents, a regulatory framework has been created in Ukraine, which includes mandatory certification for all detergents.

What about detergents that need to be certified?

Detergents, by definition, are chemical products used to clean various surfaces and materials from dirt, grease, dust and other contaminants. Detergents can include a variety of products, such as detergent powders, gels, liquids, sprays, cleaning wipes, pastes, bars, tiles, tablets, etc. Since detergents contain various chemicals, they can have an impact on human health and the environment, so to ensure their safety and effectiveness, certification is required in accordance with the legislation of the country where they are used.

However, the legislator allows certain types of detergents not to be certified according to the regulation, in particular – hard soap, cosmetics (they are certified according to another regulation), surface-active substances that have disinfectant properties (they are classified as medical products and certified according to the regulation for them), as well as detergents containing no more than 0.2 percent of surface-active substances, since they do not cause significant damage to the environment.

Detergent certification procedure

The Technical Regulation on Detergents (Technical Regulation of Detergents) of Ukraine includes requirements for the quality and safety of these products that are produced in Ukraine or imported from abroad. According to this regulation, a manufacturer of detergents or an importer must undergo a certification procedure to prove that their products comply with the requirements.

The product conformity certification process includes

  • formation of a detergent file (determination of the composition, its intended functions, types of substances according to chemical components, determination of the need to apply warning symbols)
  • carrying out a number of studies and tests in order to determine the degree and terms of biological decomposition of surfactants, as well as tests for the presence of phosphates;
  • drawing up a description and instructions for using a detergent;
  • compliance assessment by an accredited body
  • Assessment of labeling and confirmation of compliance of labels with legal requirements
  • Forming a declaration of conformity.

Obtaining a certificate of conformity and declaring the conformity of products to the technical regulation is a mandatory procedure for manufacturers of detergents who want to carry out their activities on the territory of Ukraine. Without a certificate of conformity, the manufacturer cannot legally sell his products and sell them on the market.

Also, the importer of products before selling them on the market must check their compliance with the requirements of the technical regulation and identify themselves as the responsible person for their sale on the Ukrainian market. In such conditions, certificates from other countries are used as a basis for starting the certification procedure.
