Postgraduate students, doctoral students, and medical interns studying full-time also have the right to a deferment.

How long is the deferment granted to students?

The deferment is valid for the duration of the individual's actual studies at the educational institution and is valid for a specific academic cycle.

The deferment is typically valid for one academic semester, or approximately 6 months. After this period, it expires and must be reinstated. To renew it, the student must confirm their continued studies.

USEDE certificate for students

The right to a deferment is confirmed by a certificate from the USEDE, which can be obtained by contacting your educational institution. This certificate contains information about the applicant, the type and duration of study, previous education, and whether they are following the educational sequence.

The USEDE certificate has a QR code, and the accuracy of the information can be verified directly through the Unified State Electronic Database on Education.

How to get a deferment through the Administrative Service Center?

First, you must appear in person at the Administrative Services Center with your documents (passport, taxpayer identification number, certificate of study, etc.) and submit your application to the administrator, who will enter your information and send the documents electronically to the TCC. The system will check that your documents are in order and that there is no other application. If you are not registered, the application will be suspended, as you must first register with the military registration and enlistment office.

After this, the TCC will review the documents and make a decision. If the decision is positive, the deferment will appear in your electronic military registration document, and a notification will be sent to "Reserve+." An updated document can be obtained through the Administrative Service Center, "Diya," or "Reserve+." If not, you will receive an official notice with the reason for the denial, which can be appealed in court if necessary.

How can a student to do a deferment in the Reserve+ in 2026?

This is due to the lack of data on such students in the USEDE. This is why the TCC often denies deferment requests, despite the fact that they are actually studying full-time.

At the same time, the courts take a different position. Case law confirms that a deferment cannot be denied solely due to the lack of information in the USEDE if the individual provides adequate proof of studies: certificates from a foreign university, student documents, contracts, and official translations. The first court rulings in 2024 have already recognized such denials as unlawful, citing the constitutionally guaranteed right to education.
