Dogs are subject to mandatory registration within thirty days from the date of purchase, and as for cats, their registration is carried out at the owner's request.
Persons who are not officially registered in Kyiv, but permanently reside there, are also required to register their pets.
What documents are required for registration?
- Application of the established form No. 1 "Registration of pets" with the owner's signature;
- Paper photo of the dog/cat;
- Receipt for payment of the fee;
- Veterinary passport, if available.
Important! In order to register the animal, the owner must personally appear with it at the ASC with the appropriate package of documents.
What is the process of registering dogs/cats in Kyiv?
Registration of pets in Kyiv is a mandatory procedure carried out by the municipal enterprise “Animal Identification Center” — an authorized body of the Kyiv City State Administration.
For registration, the owner must fill out a special form, which indicates personal data (full name, date of birth, address, phone number), information about the animal (species, breed, nickname, date of birth or alienation), as well as data on vaccinations. All information provided is entered into the unified electronic database of non-productive animals in Kyiv. It is confidential and is used exclusively within the framework of current legislation.
Within 15 days after registration or re-registration, the pet owner receives:
- registration certificate;
- individual number tag;
- printed publication “Rules for keeping domestic dogs and cats in Kyiv”;
- clarification of veterinary and sanitary requirements.
Familiarization with the above-mentioned documents is confirmed by the signature of the owner. Documents can be collected from the Center or its regional office within 30 days from the date of readiness. If the documents are not collected within the established period, they are transferred to the relevant housing and operating organization (ZhBK, OSMH, etc.).
In case of loss of documents, change of owner or place of residence, it is necessary to re-register the animal. If this is not done, the registration is considered invalid.

Do you need to register pets for business?
Yes, registration of dogs in Kyiv is mandatory for all owners, regardless of the form of ownership. This rule applies not only to private individuals, but also to enterprises, sole proprietors, institutions and organizations that keep animals on the territory or use them in their activities.

- In case of damage to health or property - a fine of up to 5100 UAH and confiscation of the animal.
