Reading time: 3 min.

Ukraine, like other states, is faced with the need to ensure the accessibility of all facilities, in particular, medical facilities for groups of the population with reduced mobility. This issue became acute enough during the period of Russia's full-scale aggression against our state. Control bodies require the preparation of reports on the availability of medical facilities for people with special needs. This is a guarantee that the rights of this population category will not be violated, i.e., people are provided with unimpeded access to all necessary medical services. If you need to draw up a report on the availability of medical facilities for groups of people with limited mobility, the specialists of our Prykhodko and Partners law office will help you with this.

Legislative justification of the issue

The government approved specific requirements related to the availability of premises for people with reduced mobility. In particular, a mandatory report on determining the accessibility of medical facilities for people with special needs was introduced. The new state construction regulations entered into force on March 1, 2023. According to the changes made, the report on the accessibility of the premises became an important component aimed at improving the quality of service provision and assistance to groups of the population with reduced mobility. The deadline for submission of reports on the availability of medical facilities for groups of people with limited mobility is until December 31, 2024.

Every medical institution, both public and private, is obliged to provide comfortable conditions for people with special needs, in particular, we are talking about the convenience of movement. It is in the conclusion about the accessibility of the hospital building for groups of the population with reduced mobility that there is confirmation of the fulfillment of all the requirements of the current legislation.

The assessment of the availability of premises and buildings by experts takes into account the following mandatory conditions:

  1. Availability of ramps, stairs, lifts.
  2. Fences, handrails, entrance areas that have the appropriate size.
  3. Optimal threshold height.
  4. Bathroom equipment.
  5. Tactile equipment of premises.

Thus, according to the existing regulatory framework, all medical facilities are obliged to provide inclusive conditions for people with special needs, namely:

  • Availability of elevators and ramps, which guarantee the most convenient access for people with limited mobility. Wheelchairs must also be available.
  • Appropriate equipment for providing the entire range of medical services to people with special needs: medical devices, lifting systems, special beds, etc.
  • All this facilitates the provision of medical care.
  • An important factor is the availability of unobstructed transport access to medical institutions. This includes, in particular, the availability of parking spaces for people with disabilities.
