Such decisions can be both lawful, if a violation is actually recorded, and erroneous - when the fine is imposed without sufficient grounds or with a violation of the procedure. What is a violation of the rules of military registration?

Violations of military registration rules are actions / inactions of citizens liable for military service (as well as persons subject to registration, reservists), when they fail to fulfill the obligations established by the mobilization law, for example:

  • not registered at the registered place of residence.
  • did not appear at the military registration and enlistment office by summons within the established period.
  • did not pass the military registration and enlistment examination within the prescribed period.
  • when changing their place of residence, work, study or other data, did not register in a new unit or did not update the relevant registration records within the established period.
  • did not update and did not provide their military registration data (passport, military ID, address, etc.) in a timely manner.
  • did not have / did not carry a military ID with them and could not present it upon request by authorized persons.
  • did not notify the CCC of the loss / destruction of the military ID.

What does violation of military registration rules mean in Reserve +?

When the status “Violation of military registration rules” appears in the Reserve + application, this actually signals that a citizen has violated, failed to fulfill or untimely fulfilled one of his military duties.

Fine for violation of military registration in 2025

There are two types of liability - administrative and criminal.

The first involves the imposition of an administrative penalty in the amount of 17 to 25.5 thousand hryvnias for violation of military registration rules. It is worth noting that if you independently admit the offense, you can pay it to the Reserve with a 50% discount, i.e. 8,500 UAH.

Criminal liability involves imprisonment for up to 5 years and occurs in the case of intentional evasion of military registration or military service.

How to remove “violation of military registration rules” in Reserve +?

Since 2025, an updated procedure has been in effect that allows you to eliminate violations of military registration rules without visiting the CCC.

  • First, you should check the presence of a violation and the amount of the fine. This can be done through the Reserve application, on the website of the Executive Service, or by receiving a notification from the military registration and enlistment office.
  • Secondly, acknowledge the offense and pay the fine. After that, the mark on the violation of military registration rules should disappear from your application. Payment of the fine does not exclude repeated prosecution for other violations, so you should be quite careful here.

Sometimes there are cases that the mark does not disappear even after paying the fine, so we advise you to first consult with a military lawyer who will help you resolve military issues of any complexity.

Can the CCC fine be appealed?

If you disagree with the fine imposed by the territorial center, you have the right to appeal it. In general, the procedure includes the following stages:

  1. Determine the grounds for appealing the fine of the military registration and enlistment office. The most common are the absence of elements of an administrative offense, violation of the procedure, or missed deadlines for bringing to justice.
  2. Request a copy of the CCC resolution on the administrative fine, if you do not have one.
  3. Collect evidence and file a lawsuit with the administrative court to cancel the fine. The statement of claim must necessarily contain personal data, information about the CCC and the SP, information about the resolution that imposed the fine, circumstances, evidence, as well as your requirements as a plaintiff.
  4. Consideration of the case by the court and making a decision.

Important! The deadline for filing an administrative lawsuit for a fine is 10 days from the date of receipt of the resolution on the imposition of a penalty.
