On Monday, November 13, with the participation of Andrii Prikhodko, a press conference was held in the press center of the Interfax-Ukraine news agency on the topic "The state budget during hostilities may not receive UAH 250 million due to the disruption of the legal privatization of a state-owned enterprise in Volyn: how local corruption schemes work."

Kostyantyn Brovchenko, investor and owner of AGROBIOSTANDART LLC, said that Volyntorf SE extracts peat and processes coal from it: "That is, it is a substitute for ordinary coal, it is fuel for homes, boiler houses, etc. We know that every corruption has its own names and surnames. In 2016, the institution "Volynprirodresurs" was established near the state-owned enterprise, the initiator of which was Anatoliy Kapustyuk. He and his patrons created this enterprise, took away all licenses for peat in Volyn, as well as all licenses for amber and copper that existed at that time. In this way, they did not give the opportunity to SE "Volyntorf" to take licenses, so the SE was forced to work with them under binding conditions."

According to him, today's price on the market for 1 ton of peat is UAH 5,000. However, SE "Volyntorf", without a license, processes the raw materials of "Volynprirodresurs" and sells them for UAH 2,000 per 1 ton of peat. Mr. Brovchenko indicated that this means that Volynprirodresurs, in turn, sells it to the population and various enterprises through shell companies.

"To be more specific, we are talking about UAH 100 million as a minimum. This is the money that is stolen every year from this enterprise." he said.

The shareholder said that at the beginning, no one knew anything about Volyntorf SE until September 20 of this year, because the LLC studied the Rivnetorf enterprise, but lost at the auction. After that, the LLC turned its attention to Volyntorf SE. According to Mr. Brovchenko, the task of the corrupt was first to extend the period of "sitting on this enterprise" as much as possible: "They made every effort to remove this enterprise from privatization. These are the appeals of the local councils, and submission to the Cabinet of Ministers, etc., that is, they did everything to ensure that this enterprise remained state-owned and they could continue their activities."
