What legal acts govern this issue?
Payments to military personnel are regulated by the following legal acts:
- Law “On the social and legal protection of military personnel and their families”;
- Resolution of the Cabinet of Ministers № 704 of August 30, 2017;
- Order of the Ministry of Defense № 260 of June 7, 2018;
- Order of the Ministry of Defense № 280 of May 22, 2017.
So, according to the legislative norms, payments for military personnel consist of several main components. These include:
- Monthly basic types of monetary support. This includes the official salary, salary for military rank, and also the bonus for length of service.
- Monthly additional types of MS. This includes bonuses and additional payments for the specifics of service. Bonuses also apply to monthly additional types of monetary support.
- One-time additional types of monetary support. Here we should mention rewards, as well as additional remuneration and one-time remuneration for the period of martial law. Various monetary benefits also apply to this item.
The totality of monthly and one-time additional types of monetary support constitutes the main part of a military serviceman’s payment.
What are the one-time additional types of payments?
Such payments, which form the basis of a military serviceman’s financial support, include:
Rewards. These are one-time payments that a serviceman receives for performing special tasks within the military service. This type of MS is intended for those servicemen who perform combat missions in conditions associated with increased risk. For example, we can talk about performing tasks under martial law.
Benefits. Assistance should be understood as a set of one-time and regular payments provided to military personnel to support their social and financial situation, as well as to facilitate adaptation to service or maintain health. Assistance may also be aimed at solving personal and everyday issues. This includes assistance in concluding the first contract, assistance for health improvement, assistance in solving social and everyday needs, as well as assistance in the event of dismissal from military service.
These are exactly the two types of one-time additional benefits for military personnel.
What are the main types of benefits and rewards?
If we talk about financial assistance, then, according to its purpose, it can be directed at:
- health improvement;
- resolution of social and everyday issues.
As for monetary rewards, they are as follows:
- Payment of additional compensation in the amount of 100,000 hryvnia. It is intended for military personnel directly involved in combat operations aimed at defending and repelling the aggressor. This may be both in areas of combat conflict and in occupied territory or the territory of the aggressor.
- Additional compensation in the amount of 50,000 hryvnia. This assistance is provided for military personnel performing combat and special tasks in military command bodies, tactical group headquarters, troop group headquarters, and military unit headquarters.
- Additional compensation in the amount of 30,000 hryvnia. It is provided for those servicemen who perform tasks on comprehensive support in areas where military actions are being conducted. Simply put, we are talking about logistics.
- One-time reward for every 30 days (70,000 UAH). This reward is provided to servicemen for every 30 days calculated in total within the framework of combat missions. It is available to those who perform missions on the combat line, temporarily occupied territory, the territory between the positions of the defense forces and the troops of the aggressor country, as well as on enemy territory.
Now we should consider the types of one-time benefits intended for a serviceman and his family members. When it comes to one-time cash assistance in the event of injury, trauma, mutilation or contusion, then without establishing disability it can be at the level of 7.6 thousand hryvnia (if the ability to work is lost by 5%) to 63.6 thousand hryvnia (if the ability to work is lost by 30%). If disability is established, then depending on the group, this will be an amount from 212 thousand hryvnia to 1211.2 thousand hryvnia. The amount of this assistance is tied to the subsistence minimum established as of the beginning of the year. In 2025, this is 3028 hryvnia, as in the previous year.
It is also worth mentioning the one-time financial assistance in the event of the death of a serviceman during martial law. Its total amount is 15 million hryvnia, and the payment is made in stages. The assistance is divided equally between the second spouse of the deceased serviceman, parents and children.
And finally, it is worth mentioning the payment of financial support to the families of military personnel who are in captivity, are hostages or are missing. Families of such military personnel can write an application for financial support. The military retains their salary at their last place of service and rank, allowances for length of service and other types of financial support, including an additional reward of 100 thousand hryvnia.
