What are the fitness categories?
Following changes in legislation, the suitability categories are as follows:
- Fit for military service — persons whose health does not limit them to serving in any unit.
- Fit for service in support units — this is a new category that has replaced the status of “limited fit”. It includes persons who are capable of serving in rear units, TCC and JV, training centers, etc.
- Unfit with exclusion from registration — persons with serious chronic or irreversible diseases.
- Temporarily unfit — citizens who have health problems that can be eliminated after treatment.
Why do you need a consultation with the MMC?

Deadlines for passing the military medical examination for those liable for military service
The duration of the medical examination, including laboratory and instrumental examinations, is limited to no more than 4 days. If, during the assessment of the health status, there is a need for additional diagnostic methods or referrals for in-depth examinations, the entire process of the VLK at the TCC and SP cannot last longer than 14 days. This is done in order to obtain the most accurate and complete data on the health status of the conscript.
What happens if you don't pass the military medical examination?
Ignoring a summons to a military medical examination or failing to pass it on time may result in administrative liability. The fine is from 17,000 to 25,500 hryvnias. In addition, in case of failure to appear, the CCC and the SP have the right to put the person on the wanted list and organize his forced delivery to pass the VLK.
How do I find out if I can get unfitness and exclusion from registration based on illness?
To determine this, all medical documents for the past 12 months are subject to a detailed analysis by a specialized medical expert. The review takes into account current legislation, official criteria for fitness for military service, and the specialist’s practical experience. After processing the information, a conclusion is formed on the possible degree of fitness, and recommendations for additional examinations are provided if necessary.
How to get a referral to the VLK for a military serviceman?
If you can personally come to the military unit:
- upon arrival, you must write a report to the unit commander indicating the completion of treatment and a request for referral to the VLK;
- receive an official referral from the head of the unit’s medical service, which is certified by the commander’s signature.
If your health condition does not allow you to come to the military unit:
- you should contact the head of the medical department of the medical institution where you are receiving treatment;
- if there are grounds (provided for in clause 6.4 of Chapter 6, Section II of the Regulations, approved by the order of the Ministry of Defense No. 402 of 08/14/2008), he prepares a submission to the head of the military medical institution with a description of your condition;
- the head of the military medical institution makes a decision on the advisability of referring you to a military medical commission.
During treatment or medical leave:
- you have the right to contact the head of the territorial recruitment and social support center (TCK and SP);
- in this case, a referral to the VLK is issued without the need to personally return to the military unit;
- if the treatment takes place in a region other than your military unit, you must temporarily register with the local TCK and SP, after which you will receive a referral.
How can a conscript get a referral to the military service?
It is possible to receive a paper referral directly from the CCC. However, now it is not necessary to personally go to the CCC to pick up a paper referral. It is enough to log in to the Reserve+ mobile application and submit an electronic request. After the CCC confirms the referral, a notification will appear in the application, and the document itself will be available in the “Referrals to the VLK” section. With this electronic referral, you can immediately go to the designated medical facility for an examination.
