Relocation to safer regions of Ukraine for internally displaced persons (IDP) involves not only a change of residence but also a transition under the jurisdiction of new territorial recruitment and social support centers (TCC and JV).

IDP status does not grant "immunity" from mobilization or registration. On the contrary, registration at a new place of residence automatically obligates a person to report to the local TCC.

Basic rules for IDP:

  1. Timeframe: the countdown begins not from the moment you cross the regional border, but from the date you receive your IDP registration certificate. This means that after arriving at your new place of residence and receiving your IDP certificate, you have seven days to report to your local TCC or JV for registration.
  2. Deregistration is possible without having to visit the TCC in the frontline zone.
  3. Documents: You must have the necessary registration documents, such as your IDP certificate, passport, identification code, military registration document, diplomas, marriage certificates, photographs, etc., as well as medical documents. If you have chronic illnesses, prepare extracts from your medical history to present during your MMC examination.

Fines are imposed for violating military registration rules. Under martial law, fines have increased significantly, ranging from 17,000 to 25,500 hryvnias.
