STATE BORDER CROSSING UNDER THE CONDITIONS OF A SEVERE QUARANTINE

 Since August 28, 2020, by the Decision of the Government in Ukraine, quarantine has been tightened, according to which temporary restrictions on the entry of foreigners or stateless persons into Ukraine begin to operate. The restrictions will operate according to preliminary data until September 28 at 00:00 hours, the widest list of exceptions is provided on the websites of state bodies.

 The Ministry of Foreign Affairs of Ukraine offers answers to questions and asks to treat the temporary quarantine restrictions with a concept. According to the conditions and procedure for crossing the border at checkpoints across the state border, you must contact the State Border Service of Ukraine.

 In fact, all people have the right to cross the state border, observing all the conditions of departure and the rules for crossing the relevant checkpoints. These points with their coordinates are posted on the website of the State Border Service.

 Temporary restrictions on exit are accepted by the State Border Service in the event of:

• obtaining a relevant court decision;
• in the event of a debt in the payment of alimony, in the amount provided by law.

 For foreign citizens who have violated the period of stay on the territory of Ukraine, there is a special procedure for leaving the territory of Ukraine.

The issue of entering Ukraine during the quarantine period

 There are no problems with the citizens of Ukraine, as it is impossible to refuse entry to the “native” territory. With foreign citizens, everything is much more complicated.

 Entry is prohibited for everyone, except for certain categories, among them:

One spouse, grandfather / grandmother, parents / children are citizens of Ukraine;

Learning goal;

Passing military service;

Permanent or temporary residence on the territory of Ukraine or the right to temporary / permanent residence in Ukraine;

Recognition of a foreigner as a refugee or a person with additional protection;

Have a work permit in Ukraine;

Participants of international organizations, representatives of diplomatic missions and consulates, and other categories (a complete list is available on the website).

 With all this, a foreign citizen or stateless person, when crossing the border, must necessarily have with him "grounds" for admitting him to the territory of Ukraine within the framework of quarantine actions, a valid insurance policy. In the absence of such a policy, the State Border Guard Service may well refuse to cross the state border. Some categories of foreigners and stateless persons may not present such a policy.

 Since September 2, 2020, there has been another wave of tightening, according to which, they also began to refuse to cross the border with the purpose of entering Ukraine for a work purpose, volunteers and foreigners, and stateless persons for a guest purpose. Everyone entering Ukraine needs to understand that the conditions of quarantine can change at any time and this may affect the conditions of entry. Before planning a trip, buying tickets and booking hotels - it is ALWAYS necessary to clarify the rules of entry.
