Current Ukrainian legislation clearly defines the categories of men who can legally cross the border of Ukraine:

• Men aged 18-60, citizens of Ukraine, who have a permit for permanent residence abroad (confirmation of this must be a corresponding mark in the passport).

The passport must have a stamp of the diplomatic institution of Ukraine or the migration service. Important: work and long-term visas of foreign countries are not confirmation of permanent residence outside Ukraine. Thus, they are not grounds for traveling abroad.

• Men who have the right to leave due to their professional activities (volunteers, drivers, etc.).

Athletes, sailors, railway workers, volunteers, drivers have the right to legal travel outside of Ukraine under certain conditions. For example, male crew members of river and sea vessels can go abroad. Please note: at the time of crossing the state border, men must officially work on these vessels.

• Men are civil servants.
• Soldiers of the Armed Forces undergoing treatment or rehabilitation.

They can also be men from 18 to 60 years old, excluded from military registration due to health or family circumstances (single father, father of many children, guardian, etc.). So, in particular, if a man independently raises a child under the age of 18, he must provide a number of documents to confirm this status: the child’s birth certificate, the mother’s death certificate, or a court decision to deprive the mother of parental rights. If the father accompanies a child with a serious illness or disability, the specified diagnoses must be confirmed by relevant documents.

If the man is removed from the military registration (available decision of the military medical commission), there must be a document with the corresponding decision.
