Commissioning of the facility is a procedure that must be completed before the start of operation of any building or structure. Obtaining building permits allow the owner of such property to connect communications.

Acceptance of facilities into operation is regulated by the Law of Ukraine “On Regulation of Urban Development”. Thus, Article 39 of this law provides for the commissioning of real estate, depending on their category of complexity:
- for objects of the I-III category of complexity, commissioning is carried out by registration of the Declaration on readiness of object for operation;
- for objects of IV-V categories of complexity – on the basis of the act of readiness of object for operation and registration of the Certificate of conformity.
Newly built, completed, built-in, reconstructed, re-equipped, restored real estate objects are subject to commissioning.
