According to article 71 of Decree no. 194 of 12 December 2002 on the regime of foreigners in Romania (as amended and supplemented), the right to long-term residence is granted to foreigners if they collectively meet the following basic conditions:

  • had the right of temporary residence or enjoyed international protection on the territory of Romania continuously for the last 5 years prior to the submission of the application;
  • provide evidence of the availability of maintenance funds at the level of the minimum basic wage;
  • provided proof of social health insurance;
  • provided proof of ownership of the residential premises in accordance with the law;
  • speak Romanian at least at a satisfactory level;
  • do not pose a threat to national security;
  • do not pose a threat to public order.

To obtain permanent residence, you must submit an application for a permanent residence permit to the territorial division of the General Immigration Inspectorate. Depending on the employment status (employee, self-employed, retired, student looking for a job), applicants provide different supporting documents.

They may include:

  • a valid certificate of registration issued upon arrival in the country;
  • proof that the temporary resident lived in this country – utility bills, lease agreements;
  • confirmation of the grounds for residence in the country and proper financial security – salary receipts, bank statements, tax returns;
  • identity and civil status documents – passport, birth and marriage certificates;
  • certificate of non-conviction issued by the Romanian authorities.

Acquisition of citizenship of Romania

After 5 years of residence in GNP status and obtaining permanent residence, Romanians can apply for citizenship. Investors who have invested more than 1 million EUR in the country’s economy are eligible to apply for status after 4 years of residence in Romania or after 2.5 years if they are spouses of Romanian citizens. The rest of the residents can apply for citizenship after 3 years in the status of permanent residence in the country.

Required package of documents for registration of Romanian citizenship after permanent residence:

  • a legalized copy of the passport with a translation into Romanian;
  • A notarized personal responsibility statement showing that the applicant does not currently engage in or support acts against the rule of law or national security, or in the past;
  • documents of the civil status of the applicant (certificate of birth, marriage or divorce);
  • a certificate of non-conviction from abroad in the original and a copy of it with a translation into Romanian;
  • birth certificates of minor children with translation into Romanian (if necessary);
  • consent of parents to grant Romanian citizenship to children (if necessary);
  • the consent of a minor who has reached the age of 14 to grant Romanian citizenship, certified by a notary in the presence of one of the parents (if necessary).
