• Do I have a disability group?

We can assess the grounds for referral and registration of disability by analyzing the medical documents that you will provide. We will determine whether your condition meets the criteria for undergoing assessment. Since we remember that as of today, the presence of a disease is not a guarantee of receiving disability.

• Who gives a referral to the EKPFO?

The assessment is carried out according to an electronic referral that is generated in the electronic system by a doctor, namely, the attending physician for primary medical care, the attending physician for specialized medical care.

The assessment of persons from among the military personnel of the Armed Forces and other military formations established in accordance with the laws of Ukraine, as well as special-purpose law enforcement agencies with law enforcement functions, individuals from the ranks and command staff of the civil defense service is carried out in order to establish or revise the group, cause, period of disability and determine the percentage of loss of working capacity based on the decisions (resolutions) of the military-medical, medical (military-medical), medical-expert commission.

• Can I issue a disability certificate with documents for previous years?

You can submit documents after carrying out the necessary diagnostic, medical and rehabilitation measures if there are signs that meet the criteria for referral for an assessment of the daily functioning of a person and correspond to your current state of health.

• Can I go for an examination accompanied by a third party?

During the in-person, on-site examination of a case for the assessment of a person’s daily functioning by an expert team at the request of the person being assessed, submitted in electronic (if technically possible) or paper form, the following may be present:

1. the doctor who referred the person for the assessment, in particular using telemedicine methods and means;
2. or the person’s authorized representative.

A copy of the document confirming the authorized representative’s authority, if he or she is involved, shall be attached to the application.

• I was denied the status of a person with a disability, what should I do?

The decisions of expert teams regarding the assessment results may be appealed by the persons who underwent such an assessment (by their authorized representatives) through an administrative appeal procedure in accordance with the requirements of this Procedure and/or to an administrative court.

A complaint against the expert team's decision regarding the assessment result is filed by the complainant:

1. in paper form to the Center for the Assessment of the Functional State of a Person;
2. in electronic form through the electronic system by contacting the referring doctor.

A complaint can be filed within 40 calendar days from the date of sending an extract from the contested expert team's decision to the complainant (his authorized representative).

• Do we provide consultations for doctors on the procedural registration of disability?

Yes, we advise medical professionals on the following issues:

- interpretation of the nuances of the relevant resolution that regulates this;

- we will tell you how to help the patient with an appeal electronically;

- we will advise and prepare you as a patient's companion at the assessment examination, etc.

• When will an electronic referral for assessment be considered?

After the healthcare institution receives an electronic referral in the electronic system, such a referral is considered by the administrator of the healthcare institution, who accepts the electronic referral and accompanying documents for consideration by the expert team or returns them for revision if there are appropriate grounds within five business days from the moment of their receipt, indicating the reason for the return.

• Can the administrator return documents?

The grounds for the administrator to return documents for revision are:

1. the presence of errors in the entered information or failure to enter all the necessary information into the electronic referral;
2. the absence of necessary documents that must be attached to the electronic referral;
3. the improper quality of electronic copies of documents attached to the electronic referral, which makes it impossible to familiarize themselves with them;
4. inconsistency with the referral criteria for assessing the daily functioning of the person.
