At a time when the question of granting Ukrainians the right to have dual citizenship is actively being raised, other people are interested in obtaining at least one, as they are in a stateless state. The reasons for this may be different, for example, a person voluntarily renounced his “native” citizenship, lost it or was deprived of it in the manner prescribed by law, or when a person did not obtain citizenship on the basis of birth, and there is no automatic acquisition in a given country ...
Such people have the right to acquire the status of a stateless person and obtain a stateless person certificate. The presence of this document will provide an opportunity to travel freely around the world and work in other countries.
Requirements for persons entitled to obtain a certificate of a stateless person are clearly provided for by the legislation of Ukraine. For example, a person's age must be at least 16 years old (an exception is the situation when a certificate must be obtained before reaching the age of 16 due to an illness, the requirement of the state to which a person must travel, participation in international organizations.)
The procedural issue of a stateless person's certificate implies the personal submission of documents to the appropriate state body. The term for issuing a certificate is 10 working days, but the period can be reduced to 3 working days, due to the presence of the grounds for this provided by law. The certificate is issued for a period of 3 years, with the possibility of its renewal. Also, the document is subject to recovery in case of its loss, theft or unusability. If a person is not in Ukraine at the time of the expiration of the certificate of a stateless person, he / she can apply to the embassy or consular office of Ukraine to issue a certificate of a person to return to Ukraine.
