Innovations for declaring subjects. What changes have taken place?

From January 1, 2020, the next stage of submission of annual declarations for 2019 by persons authorized to perform the functions of state or local self-government has begun. Order of the National Agency for the Prevention of Corruption № 168/19 of 12 December 2019 from 1 January 2020 introduced a new form of declaration of persons authorized to perform the functions of state or local self-government.
The NAPC also announced the entry into force of a new version of the Procedure for the formation, maintenance and publication (provision) of information of the Unified State Register of Persons Authorized to Perform State or Local Self-Government Functions, approved by the same order.

The norm which obliged the subject of declaring at submission on own initiative to submit the declaration on the day of actual release is removed from the Procedure.

According to the new version of the Procedure, a declaration before dismissal is a declaration submitted in accordance with the first paragraph of the second part of Article 45 of the Law no later than twenty working days from the date of termination of activities related to state or local government or other activities specified in subparagraphs. “a”, “c” item 2 h. 1 Art. 3 of the Law.

Such declaration shall cover the period not covered by the declarations previously submitted by the declarant and shall contain information as of the last day of such period. The last day of such period is the day of cessation of activities related to the performance of state or local self-government functions, or other activities specified in the Law on Prevention of Corruption.
