Transfer to another military unit

Since February 24, 2022, martial law has been declared in Ukraine and measures are underway to carry out general mobilization of persons liable for military service. Citizens who have been mobilized and volunteers can be sent to any military unit to fully man it. However, servicemen who have joined the Armed Forces have the right to be transferred to another military unit if they have compelling circumstances.

However, not every serviceman knows how to implement this issue in practice. Therefore, in this informational article, we will discuss the specifics of transferring to another military unit in 2024.

 

What are the general grounds for transferring a person to another military unit?

Usually, in practice, the following main grounds for transferring servicemen are distinguished, namely:

  • current state of health (however, it should be established by the military qualification commission);
  • due to valid family circumstances;
  • due to official necessity;
  • if a serviceman is constantly required to conduct various organizational activities in another military unit;
  • based on the conclusion of a service characterization.

To which units can citizens be transferred?

  1. Between the relevant military units and operational commands of the AFU - by written order of the authorized person to whom these units are directly subordinated;
  2. Between the branches of the Armed Forces of Ukraine (land forces, naval and air forces, airborne assault forces, special operations forces, etc.) and military units directly subordinated to the heads of structural units of the General Staff - by order of the Commander-in-Chief of the Armed Forces of Ukraine;
  3. Between military units of the Armed Forces of Ukraine that are directly subordinated to the Ministry of Defense - by order of the Head of the Ministry of Defense Personnel Service.

What is the list of documents required for transfer to another military unit?

A typical package of documents for the transfer of a serviceman includes:

  1. legal grounds entitling a person to request a transfer;
  2. a written report submitted to the commander on the implementation of the request for transfer;
  3. the attitude (consent) of the commander from the military unit where the person wants to serve;
  4. other documentation depends on the grounds on which the transfer will take place.

For example, if a serviceman has a health problem, he or she must additionally submit a conclusion from a military medical commission. If the reason is family circumstances, then relevant documents are also required to confirm this reason.

 

When is a serviceman obliged to be transferred to another location or unit?

  1. If the current state of health of the person or his/her family members is unsatisfactory and requires treatment, the relevant medical reports must be available;
  2. If the serviceman has a need to care for disabled or sick parents, guardians or caretakers, as well as a spouse (documents certifying the need for permanent care must also be provided).
