During the period of mobilization, there is a category of persons who are not subject to mobilization at all and must be completely excluded from military registration. This category of persons includes people with chronic diseases that are incurable. Accordingly, such persons are subject to complete exclusion from military registration by decision of the Military Medical Commission and receipt of the relevant document and marking of exclusion from registration in the military registration document. This package of documents is usually called a "white ticket".

• a certificate from the military medical commission indicating the relevant diagnosis.

It should be added that in the case of a "white ticket", a conscript has all the legal grounds to cross the border during martial law.
