The legislative regulation of the program is Restoration

eRestoration is a state program for the restoration of housing that was damaged by missile attacks and other consequences of Russia's military aggression. This program is valid from May 2023. Some changes were introduced by the Government in September 2023.

The procedure for receiving compensation for damaged housing is legally defined by the Decree of the Cabinet of Ministers of Ukraine. No. 381 dated 21.04. 2023

What documents may be required to participate in the eRecovery program?

The main thing to remember is that you must have documents that prove ownership. It can be, for example, a purchase and sale agreement, a donation agreement, a certificate of the right to inheritance, a technical passport.

It often happens that documents are destroyed together with housing. In this situation, you should not despair: it will be possible to restore documents through the state registers, although it will take more time.

Conditions for receiving compensation

In order to receive compensation under the isRecovery program, you need to provide the required package of documents and photo confirmation. It is also important that the housing has not been renovated. There is no compensation for repair costs under the eRecovery program (even if all receipts and fiscal receipts are available). In some cases, the possibility of receiving compensation is available only after receiving reparation payments.

Citizens of Ukraine, whose housing was damaged due to hostilities and is subject to restoration, can use the eRenovation program. Priority is given to the following categories of citizens of Ukraine:

1. Military, mobilized.
2. Family members of fallen soldiers.
3. Many children, socially vulnerable categories of the population.
4. Persons with disabilities.

Individuals who have a criminal record or are under sanctions for crimes against national security cannot apply for participation in the eRestitution program. Also, reimbursement under the program is not possible in the TOT (temporarily occupied territories). This assistance will be available only after de-occupation.

How is reimbursement made?

The first thing to start with is to leave a message about property compensation in the "Action" relationship. After that, you should apply for opening an account. After that, the property is inspected.

It is important that the information about the ownership of the real estate object is entered in the State Register of Property Rights. After that, the owner receives an Extract from the Unified Register of Property Cases.

After receiving the documents, the special commission makes a decision on the possibility of property compensation under the program isRecovery. If necessary, it can be appealed.
