Pension system of Ukraine: features

The pension system of our state consists of 3 levels:

1. Solidarity system. Its principles are solidarity and subsidization. Funds from the Pension Fund of Ukraine are used to pay pensions.
2. Storage system. It is based on the principles of mandatory state pension insurance. Insured persons accumulate funds in the Savings Fund or relevant non-state pension funds. Such funds are second-level entities in the pension system.
3. System of non-state pension provision. This system is based on the principle that their functioning is supported by the voluntary participation of citizens, employers and employers' associations. Citizens accumulate their contributions in order to receive pension payments from them later.

The mandatory pension system in our country consists of the first two levels, as the third is completely voluntary. And the system of accumulative provision of pensions consists of the second and third levels.

According to the norms of the current legislation, other conditions, norms and procedures for pension provision may be established for certain categories of citizens, which will differ from the mandatory pension insurance from the state. At the same time, it is fixed at the level of legal norms that citizens can receive pension payments from different levels of the pension system.

When it comes to the participation of foreigners and stateless persons in the Ukrainian pension system, as well as the participation of Ukrainian citizens in the pension systems of other states, this issue is regulated:

• norms of national legislation;
• norms of international treaties to which our state has joined.

So, having considered the principles on which the pension system of Ukraine functions, it is now worth touching on in more detail what are the most common supplementary payments to pensions for Ukrainian pensioners.

Supplements to pensions in Ukraine

Among the most common types of pension supplements in Ukraine, the following should be mentioned:

• Supplements for overtime experience. They are regulated by Law №. 1058 "On Mandatory State Pension Insurance" and Law № 796 "On the Status and Social Protection of Citizens Affected by the Chernobyl Disaster." If we talk about this supplement in more detail, then for each additional year after 35 years of service for men and 30 years for women, a pension increase of 1% is provided.
• Supplements in accordance with Article 39 of Law № 796, which are provided for persons who lived and worked in the exclusion zone.
• Additional payment in the amount of 2,000 hryvnias, in accordance with the norms of Cabinet Resolution № 713. This additional payment applies exclusively to military pensioners, and the mentioned Resolution specifies the mechanism for ensuring their rights provided for in Law № 2262. As practice shows, the Pension Fund itself refuses to appoint this surcharge Therefore, it is necessary to defend the rights and legal interests of pensioners in court.
