According to the current legislation of Ukraine in the field of construction, during construction (repair, redevelopment, etc.) works in residential, non-residential, premises, buildings, houses, etc., the owner of such an object of real estate is obliged to notify the controlling body in the field of construction, namely, the State Architectural and Construction Inspection (hereinafter - DABI) about the planned works. In turn, DABI provides a declaration on the beginning of construction work, and upon completion of such work - a declaration on the commissioning of the object of real estate. However, there is an exhaustive list of works that do not require such notice and receipt of the corresponding declaration.

List of construction works, which do not require documents giving the right to their execution, and after which the object is not subject to acceptance, the following list is approved by the Resolution of the Cabinet of Ministers of Ukraine dated June 7, 2017, No. 406:
1. Work on the re-equipment and redevelopment of a residential building and residential premises, as well as non-residential buildings, buildings, structures, premises in them, the execution of which does not involve interference in fencing and supporting structures and / or engineering systems of general use, that according to the class of consequences (responsibility) belong to the objects with minor consequences (СС1).
2. Works on replacing the roof of buildings and structures in accordance with building codes, the execution of which does not involve interference in the supporting structures.
3. Technical re-equipment according to state building standards of internal heating, ventilation, water supply, drainage, gas supply (including special), power and low-current systems, which ensure the functioning of buildings and structures; equipment (redevelopment) of buildings and structures with devices for keeping a separate account of energy carriers, hot and cold water.
4. Replacement of existing fillings of window, balcony and door blocks.
5. Connection and connection to the engineering networks in accordance with the technical specifications of individual (manor houses) houses, garden, country houses, commercial buildings and structures, garages located on adjoining, summer and garden land plots and land plots for the construction of individual garages.
6. Construction on the land plot of temporary buildings and structures without foundation of foundations, in particular sunshades, arbors, tents, coverings, stairs, overpasses, summer showers, greenhouses, garages, as well as wells, wells, reflux clots, dressing rooms, pit latrines, washings , fences, open pools and pools with coverings, cellars, entrances to cellars, gates, gates, pits, terraces, porches - in relation to individual (manor houses) houses, garden and country houses.
7. Placement of temporary structures for the conduct of business activities in accordance with Article 28 of the Law of Ukraine "On regulation of urban development activities".
8. Demolition and dismantling of buildings and structures without further construction, which are not preparatory works, and without interrupting the operational suitability of other buildings and structures.
9. Restoration of the elements of improvement specified by the Law of Ukraine "On the improvement of settlements".
10. Restoration in courtyards or within the microdistricts of children's and sports grounds, playgrounds for pets, playgrounds for people to rest and maintenance of multi-apartment houses.
11. Arrangement of means of unimpeded access to objects of housing, communal and public appointment of persons with disabilities and other less-mobile groups of the population.
12. Installation of technical means of telecommunications and antenna communication structures for mounting antenna and feeder devices on buildings, structures, in built-in premises, in / on premises of container type, as well as on existing ground masts with drawers and towers.
Possibility of installation of the specified technical means of telecommunications and antenna communications for mounting antenna and feeder devices is determined by the results of the assessment of the technical condition and in accordance with the requirements of the legislation on the protection of cultural heritage, in agreement with the owner of the building, construction, or other property.
13. Restoration of separate constructions of buildings and structures for the purpose of elimination of the consequences of emergencies (accidents) and restoration of the functioning of objects intended for maintenance of vital activity of the population, without changing their geometric sizes.
14. Arrangement of systems for early detection of emergencies and alerting the population about their occurrence, fire extinguishing plants, automatic control units for explosive gas concentrations in the air, security systems with their dispatching, systems of internal and external fire water supply, installation of fire gates (curtains), doors, valves and windows, devices for lightning protection of buildings and structures.

Placement on the roads of the elements of sanitary facilities and technical means, defined by the Law of Ukraine "On Highways", in accordance with construction norms, standards and schemes of the organization of traffic.
Replacement of units and units of technological equipment and their engineering networks, control systems and automation, which are outdated and technical resources are exhausted, in existing workshops, premises.

Works related to rail transport, namely: reconstruction, technical re-equipment and overhaul of engineering structures, earthworks, railways and crossings, passenger platforms, neck stations with the conclusion of arrow transfers, contact network of railways, electric power lines 6-35 kV, located on the supporting structures of the contact network and separate supports of the circuits, air and cable lines, distribution and power supply devices, power supply, signaling, centralization and bloc telecommunication, station communication devices, stations of electrical centralization of arrows and signals, bitumen centralization, key dependence of arrows and signals, automatic and semi-automatic blocking, control centralization and control, transient automation, means of automatic control of the technical state of rolling stock under time of train movement (technical re-equipment).
18-1. Works related to the construction of hydrotechnical structures, namely: the water area of ​​the seaport (port water area), internal approaches, navigable channels, the operational water area of ​​the pier, anchorage, as well as other underwater hydro technical structures of artificial and natural origin, in particular located within the water area seaport and designed to ensure the safety of navigation, maneuvering and parking.

Consequently, in the case of carrying out works specified by this Procedure, the owner of the object of real estate is exempted from the obligation to declare such works.
