Despite the martial law in Ukraine, the acceptance of documents for residence permits has not stopped. Therefore, persons who wish to apply for a residence permit and do not have any legal obstacles to do so can do so.

What should you know about a residence permit under martial law?

As for those certificates that were issued before the beginning of martial law, they do not need to be extended. The validity of these certificates is automatically extended until the end of martial law and for another 30 days from the date of its cancellation or termination.

 

When it comes to applying for a residence permit for the first time, you need to open a D visa (except for Belarus, Azerbaijan, Armenia, Georgia, Moldova, Uzbekistan). As for the citizens of the Russian Federation, before the beginning of martial law, a D visa was not required. Today, temporary residence permits are issued to Russian citizens for the first time if they enter the territory of Ukraine on a long-term D visa, which is a consequence of the introduction of a visa regime with the aggressor country.

Citizens of the Russian Federation can exchange a temporary residence permit only on the grounds of marriage, family reunification or employment. Other categories of citizens (e.g., volunteers, students) receive a residence permit if their applications are supported by a written request from the central executive body of Ukraine, which is responsible for the activities of such persons.

What documents do I need to apply for a residence permit?

To apply for a residence permit in Ukraine, you need to submit the following package of documents along with your application:

  • foreign passport (with translation);
  • medical insurance;
  • if necessary, a D visa;
  • other documents, the list of which is determined by the specific grounds for issuing a residence permit.

The period for issuing a residence permit depends on its type. When it comes to a document that provides for the right to temporary residence on the territory of Ukraine, such a residence permit is issued within 15 working days from the date of submission of the documents. If it is a permanent residence permit, it can take up to 6 months to obtain it.
