What reports must a company submit regarding persons liable for military service?

It should be noted that businesses are required to maintain personal military records and timely submit information to the TCC. The main rules are defined by Resolution of the Cabinet of Ministers of Ukraine № 1487.

Most often, employers submit notifications regarding hiring/dismissal, changes in registration data, etc. Failure to comply with reporting deadlines may result in administrative liability.

When should reports be submitted to the military enlistment office?

Employers submit two types of notifications — under Appendices 1 and 4, which directly concern personnel changes. Information under Appendix 4 is submitted in the event of:

  • hiring a conscript, person liable for military service, or reservist;
  • dismissal;
  • changes in personal data;
  • identifying discrepancies in military registration documents.

If an employee’s registration data changes, the employer must submit a notification monthly before the 5th day.

Procedure for submitting notifications to the military enlistment office

In practice, a company may submit notifications to the TCC and SP in several ways. The most common option remains sending documents by post.

Usually, Appendices 1 and 4 are sent by registered mail with a list of enclosures and a delivery confirmation notice. This method makes it possible to confirm the fact and date of submission in case of disputes or inspections.

It is advisable to attach a cover letter in free form together with the notification. This simplifies document registration at the TCC and helps avoid misunderstandings regarding the contents of the submission.

When sending documents by post, it is recommended to keep:

  • the postal receipt;
  • the list of enclosures;
  • the delivery confirmation notice.

The law also does not prohibit submitting reports personally to the military enlistment office. In this case, it is recommended to prepare documents in two copies and obtain a registration mark confirming receipt.

It should also be noted that Ukraine is gradually implementing the digitalization of military registration. Legislation already provides for the possibility of automatically generating notifications under Appendix 4 during electronic employment through the “Obriy” system and the “Diia” portal. However, this system has not yet been fully launched, so most employers continue to submit reports in paper form.

Which TCC should employee information be submitted to?

When maintaining military registration records, employers often face the question: which TCC should notifications be submitted to? There is one simple rule: if the information concerns the company, documents are submitted to the TCC at the company’s location; if the information concerns a specific employee, documents are submitted to the TCC where that employee is registered.

Appendix 4 to Procedure No. 1487 – what is it?

This is the official form for notifying about changes in information regarding conscripts, persons liable for military service, and reservists. This document is submitted to the Territorial Center of Recruitment and Social Support.

Appendix 4 is used in cases of hiring and dismissal; changes in personal data, residence, marital status; obtaining a new military registration document; or identifying inaccuracies.

The notification contains:

  • full name;
  • date of birth;
  • VIN code (number from the Unified State Register of Conscripts, Persons Liable for Military Service, and Reservists);
  • details of the military document;
  • military rank;
  • military specialty;
  • place of registration;
  • information about the order.

What happens if updated information is not submitted to the TCC?

Failure to submit or late submission of notifications to the TCC may result in administrative liability under Article 210-1 of the Code of Ukraine on Administrative Offenses. The fine ranges from UAH 34,000 to UAH 59,500.

It is important to note that the law does not distinguish between failure to submit a notification and submitting it late — liability is the same. During inspections, the TCC may impose a fine either for a general violation or separately for each unsubmitted notification or employee.
