Re-issue of a birth certificate

If you have lost, damaged, or want to obtain a duplicate birth certificate of your own free will, Ukrainian law provides for a separate procedure for reissuing this document. A repeat birth certificate can be obtained personally by the holder of this document (if he or she already has a passport), a parent/adoptive parent/guardian/guardian (regardless of the child's age), as well as a representative by power of attorney, in some cases - a guardianship and trusteeship authority, an employee of an educational/children's institution or a health care institution where the child is permanently enrolled.

It is important to note that a parent who has been deprived of parental rights is not issued a repeat birth certificate.

When submitting documents for reissuance of a birth certificate, remember that if the act was registered more than 75 years ago, then in this case you need to apply to the archival service and prepare a separate set of documents. If the archives confirm that the person's birth record has been found, you will be issued an archival certificate.

 

A birth certificate is issued at the Civil Registry Office at the place of registration of the act or at the place of application, you can also use the Diia portal or submit documents to the Embassy of Ukraine (but remember that the waiting period for a ready-made document in this case may take several weeks).

The re-issued birth certificate is marked "Re-issued", and the document has the same legal force as the certificate that was obtained for the first time.

We would also like to note that if you plan to submit your birth certificate to foreign state authorities, take care of legalizing the document in advance (for countries that are parties to the Hague Convention, you need to affix an apostille stamp to the certificate; for others, the procedure of ministerial legalization is required).

Remember that old-style documents, laminated certificates, those with corrections, erasures or other damages, as well as if the certificate is signed by a specialist who is not authorized to do so, are not accepted for apostille or legalization.

 

A state authority may refuse to reissue a birth certificate in the following cases

  • the documents were submitted by a person who is not authorized to do so or has invalid documents;
  • if the person's birth data was transferred to the archival service;
  • if the birth was registered by the occupation authorities;
  • if errors were made in the birth record when it was transferred to the registry;
  • if the birth record was not found (although the person may have both a passport and an old-style birth certificate), etc.
