“Propiska” or registration place of residence

The Soviet term "propiska" surprisingly solidified in the minds of citizens and continues to be transmitted from generation to generation. In fact, since the collapse of the Soviet Union and the emergence of the right to private property, the term "propiska" is actually a rudiment. At present, according to the current legislation of Ukraine, there is a notion of registration of a place of residence. That is, all citizens of Ukraine, foreigners, stateless persons who permanently or temporarily reside in the territory of Ukraine on legal grounds, are obliged to register their place of residence within thirty days after the removal or arrival to a new place.

In accordance with the current legislation, registration of a person's residence / stay is carried out within 24 hours after submission of the application personally or through a representative.

In addition, the registration of a person's place of residence can be carried out simultaneously with the withdrawal from his previous residence, that is, this procedure is simultaneous and does not require that the person goes to depart from the old place of registration.

At present, applications for registration / removal of residence are accepted at the administrative service centers, and the person must provide the registrar with a special application form, the document to which the registration stamp will be made, the original or notarized copies confirming the right of ownership or residence in housing or a court decision, and in the case of representation by a representative - a notarial power of attorney, as well as a receipt for the payment of administrative fees.

Mandatory is the consent of the owner of the accommodation for the registration of persons other than minors who are registered at the place of registration of one of the parents. Also, for male citizens of Ukraine, a military ticket is to be served or registered with a mark on registration in commissariat bodies.

The newborn child must be registered by the parents within three months from the date of birth, usually by the joint or by the address of one of the parents, to choose from.

It should be noted that registration of the place of residence is carried out exclusively at one address and at the choice of the person. Registration for multiple addresses is not possible. The registration address is official and correspondence and receipt and delivery of official correspondence are kept on it.

For foreigners who have received a residence permit in the form of a visa, you must register your place of residence within 30 days. In this case, for the further replacement of the certificate and the guaranteed absence of problems, the registration address must be real. In the case of registration at the place of "mass registration", a foreigner is guaranteed to have problems with the bodies of the LCA and will not be able to issue a residence permit and citizenship.
