Payment of social security benefits in case of disability or partial loss of working capacity

Defense of the Motherland is often associated with serious risks to the life and health of military personnel. In cases where a soldier becomes disabled or partially loses his ability to work as a result of an injury, the state provides for the right to payment of disability benefits.

How is disability established for military personnel?

After restoring health, the soldier is referred to the VLK, which assesses the consequences of injuries and makes a decision on working capacity. In the case of signs of persistent functional limitations, an electronic referral is formed for the assessment of the person's daily functioning.

This assessment is carried out by an expert team that determines the percentage of loss of working capacity / disability group.

What is the amount of the OGD payment?

The amount of a one-time cash benefit depends on the above functions, as well as on the nature of the injury.

• If there is only a percentage of disability without disability status:

The amount of the payment is calculated as the corresponding percentage of the 70-fold PM, effective as of January 1. For example, if 35% disability × 70 × 3,028 = 74,186 UAH.

• In the case of existing disability:

It is important to know: to receive this payment, you must have confirmation of the causal connection (for example, a certificate of form No. 5 or conclusions of the VLK/EKOPFO) and correctly completed documentation.

Documents for receiving OGD in case of disability or partial loss

• An application of the established form - is drawn up directly during submission.
• Papers confirming the identity and financial details:

1. a copy of the passport and TIN;
2. bank details (IBAN account number).

• Certification of the circumstances of the injury:

1. a certificate of injury;
2. medical documentation from a medical institution;
3. conclusion of the VLK.

• An extract from the expert team on the established percentage of loss of working capacity or assignment of disability.
• For those discharged from the Armed Forces of Ukraine - an extract from the order on exclusion from the personnel.

Where and within what period do you need to apply to receive OGD?

If you are an active military serviceman, you should contact your military unit to receive the payment. In case of dismissal - to the local military registration and enlistment office where you are registered.

The deadline for submitting an application is no more than 3 years from the moment of receiving the expert team's conclusion on disability / loss of work capacity.

How is the OGD paid?

The submitted documents are certified by the military unit / CCC and SP and transferred to the Department of Social Security of the Ministry of Defense, which within thirty days provides information for consideration by the commission that approves the assignment of assistance. After receiving the funds, the military unit / military registration and enlistment office informs the applicant and transfers the assistance.

• An incomplete package of documents - even the absence of one certificate may be grounds for refusal to pay;
• Refusal of the military unit to provide documents / confirmations regarding the circumstances of the injury, contusion, trauma;
• Failure to establish disability or an underestimated percentage of loss of work capacity - despite the obvious consequences of the injuries;
• Delays or refusal to calculate OGD, even if there are all grounds;
• Violation of the application consideration deadlines or the applicant's failure to be informed of the commission's decision.
