The Law of Ukraine "On the Legal Status of Foreigners and Stateless Persons" and the Order of the Ministry of Internal Affairs "On the Temporary Procedure for Considering Applications for Registration of Residence Permits and Temporary Residence Permits" provide an exhaustive list of grounds on which foreigners have the right to lawfully stay in Ukraine , in particular the participation of foreigners in volunteer programs and activities.

Organizers can invite foreign volunteers for cultural or scientific events. Such invitations may be from government agencies or volunteer organizations. In accordance with the Law of Ukraine "On volunteer activity", volunteer activity is a form of charitable activity. That is, in order to create a volunteer organization, you first need to create a public or charitable organization, and then get the status of a volunteer.
