New rules of the Kiev OVIR.

Starting from September 10, 2018, the Main Directorate of the Ministry of Internal Affairs of the city of Kyiv (OVIR, Bereznyakivska 4), passed the practical implementation of the Decree of the Cabinet of Ministers of Ukraine No. 322 of June 01, 2018, namely, for the issuance of residence permits in Ukraine in the form plastic cards with contactless electronic carriers.

At present, the number of inspectors at the reception of documents has been increased, however, the queues and record in the paper lists from the third hour of the night did not disappear, or decreased, and even increased.

In addition to the list of documents required for filing, from September 10, biometric data and personal details (facsimile digitized, digitized person's signature) are taken from foreigners for inclusion in a new format of certificates by laser engraving. New credentials will receive three levels of protection and will qualitatively differ from the old sample of paper booklets.

A temporary residence permit will be issued for 1 year except for the following cases:

Foreigners and stateless persons who have arrived in Ukraine in accordance with the law for employment, the certificate is issued for the period of employment in Ukraine specified in the work permit.

Foreigners and stateless persons who arrived in Ukraine to participate in the implementation of international technical assistance projects registered in accordance with the established procedure shall be issued for the period of implementation of the international technical assistance project, which is indicated in the registration card of the project.

Foreigners and stateless persons who are founders and / or participants, and / or beneficiary owners (controllers) of a legal entity registered in Ukraine, are issued for a period of two years.

Foreigners and stateless persons who have arrived in Ukraine for the purpose of studying, the certificate is issued for the period of study, which is determined by the order of the educational establishment about the establishment of periods of study for foreign students.

The deadline for issuing the certificate should be 15 days, but in practice it extends for one and a half or two months. Documents on the certificate must be submitted within 15 working days in any case and regardless of the visa regime with Ukraine.

Certain changes have undergone the procedure for filing documents on grounds of family reunification with Ukrainian citizens, for the time being there is a mandatory personal presence of a citizen of Ukraine with whom a foreigner is married together with a passport submitted personally by a citizen of Ukraine. A copy of which is withdrawn and checked personally by the inspector of the LCA responsible for accepting the documents.
