NEGATIVE CONSEQUENCES IN THE WORK OF THE MIGRATION SERVICE OF UKRAINE, DUE TO THE STRENGTHENING OF QUARANTINE MEASURES

Due to the aggravation of the situation with the COVID-19 in Kyiv and Kyiv region and the detection of a certain number of patients with this virus among employees of the State Migration Service of Ukraine in Kyiv and Kyiv region - some units were closed for reception of citizens, namely CMU LCA in the city Kyiv and Kyiv region at vul. Petropavlivska, 11. It was in this unit that administrative protocols were drawn up for violations of migration legislation, or in other cases.

 To date, in accordance with the Resolution of the Cabinet of Ministers, the execution of administrative protocols for travel abroad or for the exchange / extension of a temporary residence permit (due to violation of statutory deadlines required for registration of residence, namely 30 days from the moment of receipt of the document, or from the moment of deregistration of the place of residence at the previous place of residence).

 However, issues related to the exchange procedure, such as a residence permit in connection with reaching the age of 45, or unfitness for use (old model) - are not regulated, there is no clear mechanism to be taken in this case. Is it possible for employees of the State Migration Service to accept documents for consideration in the absence of administrative protocols?

 Difficulties also arise when documenting a person with a refugee certificate. Due to work restrictions, there is no reception of citizens (there was a clear ban on receiving documents of this nature). In almost all cases, foreigners have their cases extended, as well as the validity of certificates of application for protection in Ukraine. Foreign citizens have no choice but to wait.

 The deterioration of the situation reflects a lot on the issuance of temporary and permanent residence permits in Ukraine, extension of stay in Ukraine, citizenship. This is manifested not only in procedural moments, but also visually:

long queues under the walls of the migration service (after all, no more than one person is allowed into the premises on one issue);

The electronic system for issuing coupons for a certain time for a service that creates crowds of people has stopped working.

 Also, certain problems arose in matters of registration of Ukrainian citizenship. During the quarantine period, around April-June, the work of migration workers on certain issues was restricted / prohibited. Due to non-compliance with deadlines for certain actions, such as sending and receiving requests to confirm the absence of facts for denial of Ukrainian citizenship, etc., foreign nationals were denied citizenship or too long deadlines for admission. A certificate confirming the child's citizenship can also be obtained only in the form of a live queue. It is possible to get the original passport as a result of admission to citizenship today only in a few hours in the queues and under the offices.

 One can only hope that at the end of August the quarantine in Ukraine will end and all government agencies and enterprises will return to their usual work schedule.
