The war in Ukraine has been going on for about two years now, and mobilization is an important tool for providing the Armed Forces of Ukraine with the necessary personnel resources. The government of Ukraine is working on a new bill on mobilization, which should take into account the experience gained during the war. Here are some changes that could be made to the new bill:

Clarification of the list of grounds for postponement of mobilization. Currently, deferment from mobilization is granted to conscripts who have certain family responsibilities, are in training or have certain illnesses. The new draft law may provide for a postponement of mobilization for conscripts who have important family circumstances, are recognized as unfit for military service, or who are engaged in projects important to the state.


Introduction of rotation of military personnel. The rotation will make it possible to reduce the psychological burden on servicemen who are at the front, and increase their combat effectiveness.

Implementation of the replacement mechanism for mobilized servicemen. This will ensure regular rotation of servicemen and increase their combat capability.

Improvement of the mechanism for providing deferment from mobilization. This will reduce the number of cases of illegal release of conscripts from mobilization.

Problems with mobilization resources

The war in Ukraine caused significant problems with mobilization resources. Currently, about 700,000 men are mobilized in Ukraine, and mobilization will become more difficult in the future.

Among the main problems with mobilization resources, the following can be distinguished:

  • Lack of conscripts. About 20 million men live in Ukraine, but only about 10 million of them are conscripts.
  • Loss of motivation to mobilize. Some conscripts do not want to go to the front because of the losses suffered by the Ukrainian army.
  • Problems with medical examination. Due to the large number of mobilized people, there are problems with the medical examination, which is carried out to determine suitability for military service.

The importance of military rotation

The rotation of servicemen is an important tool for increasing the combat capability of the Armed Forces of Ukraine. Rotation allows military personnel to rest and recover from being at the front, as well as gain new knowledge and skills.

Currently, the rotation of servicemen in Ukraine is carried out irregularly. This is due to the fact that Ukraine does not have a sufficient number of servicemen who could replace the mobilized.

It is important to note that the bill on mobilization, which is being considered in the Verkhovna Rada of Ukraine, has not yet been adopted. Therefore, it is currently unknown what changes will be made to the legislation.
