Updating military registration data abroad: what, when and how?

Military registration data is information about Ukrainian citizens that is required for mobilization in the event of martial law.

Such data includes:

  • Personal data: Full name, date of birth, place of residence, contact phone number, e-mail address.
  • Information about education and military specialty.
  • Marital status.
  • Place of work (study).
  • Information about the state of health.
  • Other data required by law.

Military registration data is kept in the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists (Oberig). These data are maintained by the district (city) territorial centers for recruitment and social support (Territorial Center for Recruitment and Social Support) at the place of residence of the citizen.

 

They are obliged to update their military registration data:

  • Men between the ages of 18 and 60 who are not eligible for exemption from military service or postponement of conscription.
  • Women who have a military specialty as defined in Annex 1 to the Law of Ukraine “On Military Duty and Military Service”.
  • Citizens who were deregistered from the military register but later became liable for military service.

You can update your data:

  • in person at the Territorial Center for Recruitment and Social Support at the place of residence;
  • through the postal service by sending the relevant documents by registered mail with a list of attachments;
  • after the entry into force of Law No. 10449, it will be possible to update the data through the Administrative Services Centers and the Electronic Office of the person liable for military service.

On April 15, 2024, the Verkhovna Rada of Ukraine adopted Law № 10449, which amends the legislation on mobilization and military registration. One of the key points of this law is the obligation for men aged 18 to 60 who are abroad to update their military registration data.

What exactly needs to be updated?

  • Personal data: Full name, date of birth, place of residence abroad, contact phone number, e-mail address.
  • Information about education and military specialty.
  • Marital status.
  • Place of work (study).

When do I need to update my data?

According to the law, men who are abroad must update their data within 60 days of the law's entry into force. This is until July 16, 2024.

How to update the data?

There are two ways to update military records abroad:

  • Through a diplomatic mission of Ukraine. To do this, you need to contact the embassy or consulate of Ukraine in your country of residence. You must have a passport of a citizen of Ukraine, a military ID (temporary certificate of a person liable for military service) and documents confirming your place of residence abroad.
  • Through the Electronic Office of the person liable for military service.

 

What happens if you don't update the data?

Men who fail to update their data by July 16, 2024, may face the following consequences:

  • A fine of UAH 3,000 to 5,000.
  • Restrictions on leaving the country.
  • Inability to receive consular services.

Important! Updating military registration data does not mean automatic mobilization. It only helps the state to have up-to-date information about its citizens in case of martial law.
