List of positions subject to reservation for the period of mobilization

The list of positions subject to reservation is determined by the CMU. Currently, there is a specific reservation procedure, which was approved by the Resolution of the CMU dated January 27, 2023 № 76.

According to the specified document, the following employees are subject to reservation:

• employed in positions related to the uninterrupted functioning of the state's critical infrastructure;
• employed in positions related to ensuring the livelihood of the population;
• employed in positions related to ensuring the implementation of mobilization tasks.

New reservation procedure

According to the new procedure, the reservation of conscripts is carried out according to the lists of the employer where the conscript works.

In the lists, the manager must indicate:

• name of the organization;
• position of conscript;
• military accounting specialty of the employee;
• the need to book this particular employee to ensure the smooth functioning of the enterprise.

The following are added to the lists:

• a copy of the order on the appointment of a conscript to a position;
• a copy of a military ticket or a certificate of registration at the conscription station.

Lists and documents are submitted to central executive authorities. For approval, the lists are reviewed by the General Staff of the Armed Forces, which submits the approved lists to the Ministry of Economy. After checking the lists, the Ministry of Economy makes a decision on the reservation of employees. The Ministry of Economy sends a booking decision to the employer and the General Staff of the Armed Forces of Ukraine to process deferrals.

Who can be booked?

Conscripts can be conscripts who:

• have high professional skills necessary to ensure the smooth functioning of enterprises;
• have work experience in the field related to ensuring the livelihood of the population;
• have work experience in the field related to ensuring the implementation of mobilization tasks.

Who cannot be booked?

Conscripts who:

• recognized as unfit for military service due to their health;
• have reached the maximum age of being in the reserve;
• have military accounting specialties that are not in short supply.

The problem of scarce military accounting specialties

Currently, there is a problem of shortage of military accounting specialties in Ukraine. These specialties are critical for ensuring the smooth functioning of the state in conditions of mobilization and wartime. In this regard, the reservation of conscripts who have deficient military accounting specialties is particularly important.
