Who is given the second group of disability for life?
The indefinite second group is given to people whose health condition is recognized as stable and irreversible and has no prospects for improving or restoring working capacity. The decision is made by an expert team after a repeated examination and studying medical documents.
The main situations when the second group of disability can be assigned for life:
- Permanent anatomical changes. Patients with irreparable physical defects: amputation of limbs, loss of a body part that has completely lost function, and there is no possibility of prosthetics or surgical restoration.
- Long-term disability without dynamics. If a person has had the second group of disability for many years and no improvement is recorded during the re-examinations, the commission may decide to establish it indefinitely.
- Retirement age. Persons who already have the second group and have reached retirement age, after another examination, can receive a lifelong status without the need for further examinations.
- Military personnel and participants in hostilities. Permanent disability is granted to defenders of Ukraine who have suffered injuries, contusions or loss of organs while performing combat missions, when the injuries are irreversible and incompatible with the restoration of functions.
How to transfer from 3 to 2 disability groups?
Transfer from the third to the second disability group is possible if the health condition has worsened, new complications have appeared or the medical commission has confirmed a greater level of limitation of vital activities. To do this, you need to undergo a re-examination by the ECOPFO and provide updated medical documents.
- First, you should visit your family doctor and inform about your health condition in order to obtain a further referral to the ECOPFO. The specialist assesses the deterioration of the condition, prescribes additional tests, examinations (MRI, ultrasound, laboratory tests) and forms a referral for examination.
- Secondly, at a clearly designated time, an examination is carried out by an expert team, which analyzes the documents provided and makes a decision on transfer to the second disability group.
- Thirdly, if you do not agree with the established group, you can appeal the decision to a higher authority or through the court.
