Legalization of independent construction in Ukraine: Procedure and Price

The first possibility of legalization applies to buildings erected before August 5, 1992. According to the current legislation, a self-acting building built before this date can be legalized. In order to legitimize self-development, reduced to 1992, the owner needs to provide the necessary documents for registration.

The second possibility of legalization concerns houses built between August 5, 1992 and April 9, 2015. In September 2018, the new Procedure for technical inspection and commissioning of individual residential, garden and country houses came into force.

The legalization of buildings built during this period involves the registration of a declaration of readiness of the object for operation in the Register of construction activities. The process of legalization of such houses consists of three parts.

  • The first part consists in carrying out a technical inspection and drawing up a technical passport. During the inspection of the house, the necessary measurements and assessment of the condition of structures, systems and communications are carried out. On the basis of these data, a technical passport containing information about the building, its parameters and characteristics is drawn up.
  • The second stage is the registration of the declaration of readiness of the object for operation in the Register of construction activities. For this, the owner must submit a declaration together with the necessary documents that confirm the compliance of the building with the requirements of regulatory and legal acts.
  • The third stage is obtaining a certificate of acceptance of the facility into operation. After receiving such a certificate, the house can be used in accordance with its purpose. It is important to note that the home legalization process may vary depending on local legal requirements and procedures.
