How to take part in the Prozoro tender? Today, more than one enterprise or institution is asking this question. What is Prozoro?

Prozoro is an electronic public procurement system (online platform), where state and utility customers announce tenders for the purchase of goods, works and services, and business representatives compete at auctions for the opportunity to supply it to the state.

As of today, the platform includes more than 35,000 state and communal authorities, enterprises, institutions and organizations (they are customers of goods, works and services) and 250,000 commercial companies that are suppliers. How does the Prozoro system work?

The customer starts the tender process by publishing an announcement in the Prozoro system through his personal account on the corresponding site where he is registered. This information automatically becomes available on all authorized sites and on the official portal prozoro.gov.ua. Such platforms can be SmartTender, Newtend, e-tender, State Procurement Online and others. Bidders review the announcements and, if necessary, send clarifying questions about the terms of the tender, etc., customers must provide answers to them. Interested bidders then submit their bids and, in a step-down auction that consists of three rounds, can lower their bid price.

At the end of the auction, all received offers, including documents submitted by participants for participation in the purchase, are made public. The customer reviews these offers and selects the winner, starting with the offer with the lowest price. If this proposal meets all procurement conditions, the customer declares it the winner. In the event that the offer does not meet the initial conditions of the tender, the customer disqualifies it, necessarily indicating the reason, and proceeds to consider the offer next in price.

How to participate in Prozoro?

To begin with, you need to decide whether you will be a customer or a supplier in public procurement. Regardless of your choice, the next stage will be mandatory registration on accredited electronic platforms - SmartTender, Newtend, e-tender, State Procurement Online and others. After registration, you can get access to the electronic platform, where open auctions will be held directly.

In general, open auctions can be divided into 5 stages:

• the period during which public procurement is announced;
• proposal submission period;
• auction;
• consideration of proposals;
• signing a contract.

When you have decided on the public procurement in which you want to participate, you have 15 days to submit a tender offer. And in this way you will become a participant in public procurement.
