How to replace the registration card with a military card?

When a person reaches 17 years of age, he receives a certificate of registration at the conscription station in the TCC and SP, which properly certifies his inclusion in the military register of citizens. However, quite often in practice the question arises, in what cases should the registration certificate be changed to another military registration document? What does Ukrainian legislation specify?
In April 2024, the government introduced innovations to the mobilization legislation of Ukraine, according to which the maximum age for men to be on the military register of conscripts was reduced from 27 to 25 years (Law of Ukraine № 3127-IX). These changes became the fundamental basis for the development of other normative legal acts in the field of military law of Ukraine, in particular the resolution of the CMU № 560, which entered into force in May 2024.
This resolution established new requirements for men who are on the military register of conscripts. So, from now on, citizens who have reached the age of 25 and have a certificate of registration at the conscription station are obliged to appear in person at the TCC and SP to be entered into the military registration of conscripted citizens and to replace their military registration documents.
Thus, upon reaching the age of 25, citizens must replace their registration certificates with other military registration documents (for example, military tickets or temporary certificates of conscripts).
What is the procedure for replacing a registration card with a military ID?
In order to replace the certificate of enrollment at the conscription station with a military card, first of all, it is necessary to contact the local TCC and SP at the place of registration of the person. When applying, you should provide the following package of documents, namely:
- a written application to replace the military registration document;
- the original certificate of enrollment at the conscription station;
- an identity document (for example, a passport of a citizen of Ukraine or an ID card);
- RNOCPP;
- a document on the conclusion of marriage, on the birth of a child or on education (if available);
- 3 x 4 photos in the amount of 3 pcs. (full name must be indicated on the back).
After the employees of the TCC and SP receive the above list of documents, they determine whether there are grounds for replacing the registration certificate and direct the citizen to pass the VLK to obtain a conclusion on his suitability for military service in the ranks of the Armed Forces.
If a citizen has significant health problems, he may be deemed unfit with further exclusion from military registration, which must be noted in the received new military registration document.
Will responsibility arise if a person does not replace the registration card with a military ID?
Current legislation provides for administrative and criminal liability for offenses related to the military registration of Ukrainian citizens.
- Thus, administrative responsibility (Article 210 of the Criminal Code of Ukraine) arises when a person violates the rules of military accounting, which are defined in the Resolution of the CMU № 1487. If a person violates these rules during martial law, the sanction of the article establishes the application of fines from 17,000 hryvnias to 25,500 hryvnias .
It is worth noting that in such categories of cases, a protocol on the commission of an administrative offense is not drawn up, and therefore the heads of the TCC and JV have the right to immediately issue a resolution on bringing a person to justice and impose fines.
- Criminal responsibility (Article 337 of the Criminal Code) arises when a person evades military registration, having previously received an appropriate warning from the head of the TCC and the SP. The sanction of the article establishes possible punishments for guilty persons - a fine from 5,100 hryvnias to 8,500 hryvnias or referral to correctional work for a period of 1 year.
Thus, in order for a citizen not to be brought to any of the types of legal responsibility, the best option is the timely replacement of the registration certificate with a military ID.
