However, many companies still do not have a clear understanding of how to properly organize this process and where to start. How to organize military accounting at an enterprise?

Military accounting at the enterprise is regulated primarily by the Resolution of the Cabinet of Ministers of Ukraine No. 1487, which determines the procedure for forming lists of employees, submitting notifications to the CCC and the Joint Venture, conducting data reconciliation and inspections. It is this act that establishes the algorithm of actions for employers.

General provisions on military accounting specialties, military ranks, accounting categories, as well as the distinction between the status of conscripts, conscripts and reservists are contained in the Law of Ukraine "On Military Duty and Military Service", and the issues of issuing paper and electronic military records are regulated by the Resolution of the Cabinet of Ministers of Ukraine No. 559.

Liability for violation of accounting rules is provided for by the Code of Ukraine on Administrative Offenses, and obligations regarding the submission of information about vehicles, their registration/deregistration are determined by Resolution No. 1921.

General rules of military accounting

  1. Reconciliation of accounting data - acceptance of military accounting documents for submission to the CCC and the Joint Venture for data updating.
  2. Registration of reservations with proper documentary support.
  3. Notification to the CCC about personnel who violate mobilization rules, for further holding them accountable.
  4. Annual reporting to the military registration and enlistment office by December 1 on employees subject to registration at conscription stations.
  5. Other rules specified in Resolution No. 1487.

Procedure for organizing military accounting

  • Appointment of a responsible person. The director issues an order assigning accounting duties to a specific employee, who is assigned additional pay and responsibilities are defined in the job description.
  • Notification to the CCC. After that, you have 7 days from the date of issuance of the order to send a notification to the military registration office at the place of registration about the person's appointment.
  • Organization of internal procedures. We recommend that you place the Military Registration Rules in a prominent place so that when hiring, employees can familiarize themselves with them and sign them.
  • Verification of military registration documents. The company checks whether employees have proper military registration documents, and in case of their absence, a written requirement is provided for their submission or registration. If the employee does not fulfill these requirements, the enterprise should notify the CCC and the SP.
  • Formation of accounting documents. It is also necessary to form lists of personal military registration (separately for officers, privates/sergeants, women and conscripts) and subsequently maintain information in electronic / paper form.
  • Current interaction with the CCC and the SP. The business must inform the military registration and enlistment office about the acceptance, dismissal, or change of employee credentials, and is also responsible for notifying, serving summonses, and reconciling lists with the CCC.

Liability of the enterprise for non-compliance with military accounting

It should be noted that businesses and their managers are liable for non-compliance with the requirements for maintaining records of military conscripts, in particular, this is qualified as an administrative offense and provides for the application of fines.

According to Article 210-1 of the Code of Administrative Offenses, a fine of 2,000 to 3,500 NMDG (34,000 - 59,500 UAH) may be imposed on the director or person responsible for maintaining military accounting.
