How to check if you are in the Oberig database?

The Unified State Register of Conscripts, Persons Liable for Military Service and Reservists, also known as the Oberig database, was created to store and manage information about persons subject to military duty in Ukraine. This database contains data on all conscripts, persons liable for military service and reservists registered with territorial recruitment and social support centers (military enlistment offices). Sometimes citizens of Ukraine need to check whether they are included in this register, as well as to obtain information about the relevance of their data, as this affects their compulsory military service and reserve obligations. The legal framework of the AITS Oberig system is regulated by the Law of Ukraine "On the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists".

How does the Oberig system work?

The database was created for the automated recording and updating of military registration data, which allows controlling and coordinating mobilization and reserve issues. The register contains information such as:

  • Surname, first name, patronymic of the person.
  • Date and place of birth.
  • Information about military service (military ID, rank, specialty).
  • Place of residence and registration.
  • Data on the state of health, record of fitness for military service.
  • Presence or absence of deferments or other permits.

This data is used to track citizens who may be called up for service, as well as those who have reserve duties to the state.

Is it possible to check my presence in the Oberig database?

Currently, there is no direct access to the Oberig database for citizens, and it is not possible to check your status in the registry on your own. However, there are several ways to find out about your status in the registry:

  • Contacting the military enlistment office (TCC and JV): the most accurate way is to contact the territorial recruitment and social support center (former military enlistment office) at your place of residence or registration. You can request information about your military registration card and clarify whether you are in the database, as well as update your data if necessary.

To do this, you need:

  1. Come in person with your passport and identification code.
  2. Check your personal file and check whether your data is in the register.
  • Online request through the Reserve+ service: The Ministry of Digital Transformation of Ukraine is actively working to introduce online services for access to various state registers, including those for persons liable for military service. Some citizens can already get basic information about their status through the Reserve+ app.
  • Obtaining information through a request for access to public information: You also have the right to request access to public information in accordance with the Law of Ukraine "On Access to Public Information". To do this, you can submit a request to the Ministry of Defense of Ukraine or to the regional office of the MCC and JV. The request should include your full name, identification code, reason for the request and the purpose of obtaining the information. It is worth remembering that you can only be provided with generalized information.
  • Request through a lawyer: lawyers specializing in military law can help citizens find out whether they are in the AITS Oberig system. They have the ability to contact official sources and receive information about the status of the client. This may be the safest way for those who are afraid of the possible consequences of personally contacting the TCC or the police.

What should I do if I can't find myself in the database?

If you apply to a territorial recruitment center and do not find yourself in the register, or if your data was entered with errors, you need to take certain measures:

  • Reissue documents and update data. If your data is not up-to-date or there are errors, contact the military registration and enlistment office to update your personal information.
  • Provide supporting documents. Sometimes additional documentation may be required, especially if your data has changed (e.g., change of residence, deferment from service, health condition, etc.)
  • Obtain information about the call-up. If necessary, you can request written confirmation of your status - whether you are on the reserve or conscription lists.

Why is it important to be in the Oberig database?

Registration in this database is mandatory for all persons liable for military service and reservists of Ukraine aged 18 to 60.   2. Update information about changes in your place of residence, health status or other important circumstances at the territorial recruitment center.
  3. Use only official channels to verify information to prevent fraud or data leakage.
  4. Learn about online opportunities. The Reserve+ application provides new features and may contain updated information, so you should check for such services periodically.
