The "Government Courier" published an announcement about the start of the competition for the director of NABU. In the conditions of the war and further in the post-war period, NABU should work differently. Today, the question of the future of the National Anti-Corruption Bureau of Ukraine is pressing, and what the new head should do to increase the efficiency and level of public trust in the National Anti-Corruption Bureau of Ukraine in case of appointment.

Attorney for corruption offenses (crimes) Andriy Prykhodko sees the future of NABU in the following:

"Directions of performance measurement. The effectiveness of NABU should be measured separately for each of the tasks:

  1. Warning;
  2. Detection;
  3. Termination;
  4. Investigation;
  5. Disclosure of offenses;
  6. Prevention of new crimes.

This is not happening now.

Achieving the ultimate goal of the state. On a national scale, I believe that the main indicator of the effectiveness of the activity of any state body should be the filling of the budget (not the admission of unlawful waste and collection of state income). According to the principle, the income of the state is greater than the expenses of the state for the maintenance of such a body.

Indicative of effectiveness - the number of Judgments, I believe, is not effective. And those that contradict the Law "About NABU".

The inevitability of punishment. Implementation of systems and algorithms for complete and exhaustive monitoring of crimes under investigation by NABU by subject composition (according to the principle: Total number - number of verifiable - number of detected). The principle of mandatory monitoring of the lifestyle of subjects under investigation by NABU should be implemented so that everyone is aware of the principle of inevitability of punishment. Now it happens selectively.

Internal motivation of NABU employees. A system of employee motivation and competition between units and among themselves should be implemented in the structure. The salary should directly depend on the determined performance indicators, which are aimed at the general achievement of the NABU's goals. The salary should not be the same for all employees.

Implementation of an organic personnel filter - permanent selection of strong employees and dismissal of weak ones. The quality is checked in the work, during the competition it is not always possible to determine the quality.

Prevention of corruption in the NABU system. Implementation of the declarative method - any influence must be declared, undeclared influence is a violation and has legal consequences. Regular internal control, with an appropriate motivation system.

Regulatory activity. NABU should constantly generate normative legal acts at all levels of the state, taking into account the practical experience of detecting corruption and implementing mechanisms to prevent it.

In addition, the goal is to introduce changes to the legislation regarding NABU financing. The main goal is to obtain additional funding for the needs of the NABU, due to a significant increase in budget revenues due to the work of the NABU (and this is the latest systems for reading, monitoring, processing information and timely informing, as a result of increasing efficiency).

Confidence level. I consider NABU's current course in this direction to be correct, NABU became the first body that started running social networks and commenting on its own activities, due to which it gained the support of the population."
